Activities were underwritten by the Donald W. Reynolds Foundation which provided three grants totaling $9.1 million as well as private donations totaling $3 million. Managing Director, Pine State Capital, responsibilities include activities associated with the certification and establishment of a regional center for the eb5 program which was created by Congress to stimulate the U.S. economy through job creation and capital investment by foreign investors and is administered by the United States Department of Homeland Security.
