Project Manager for the Sound Transit East Link Systems Contract (E750). As a prime contractor to Sound Transit, this Systems contract interfaces with the seven Civil Prime Contractors Sound Transit engaged to build the 14 mile Light Rail extension. The project includes the first light rail installation on a floating bridge.

Greater Boston Area

Project Manager for the wayside installation on the Massachusetts Bay Transportation Authority (MBTA) Commuter Rail Positive Train Control (PTC) project as a subcontractor to Ansaldo STS USA. The overall project scope includes installing and testing PTC and Automatic Train Control (ATC) equipment on 11 active commuter rail lines spanning 398 miles. MEC’s labor-only scope included developing the subcontract scope for the project for Ansaldo, which includes all local PTC signaling and communications equipment and ATC upgrades to wayside signal equipment. MEC’s ultimate mandate is to ensure successful construction implementation during aggressive project schedule acceleration to meet the Federal Railroad Administration (FRA) implementation deadline for PTC of December 31, 2018; this required completion of 18 months of construction in 8 months. As part of an integrated project team, lead weekly schedule and operations coordination amongst the railroad, other contractors, and other subcontractors.

Project Manager for Traction Power (TPS), Overhead Contact (OCS), and Automatic Train Control (ATC) systems on $927 million dollar Regional Connector Design-Build Project for Regional Connector Constructors (Skanska-Traylor Bros. J.V.) and the Los Angeles County Metropolitan Transportation Authority (LACMTA). The project is 2 miles of double-track light rail subway under downtown Los Angeles to connect the existing Metro Blue & Expo lines to the Metro Gold line. The scope includes design, furnish, construct, and test the ATC system, and furnish, construct, and test the TPS and OCS systems. As part of an integrated project team, oversaw a significant preconstruction design review, engineering, planning, and all early construction efforts with the prime contractor JV team.

Project Manager for Traction Power, OCS, and Communications on $547 million dollar Exposition Light Rail Transit Phase 2 Design-Build Project for Skanska-Rados Expo2 J.V., the Exposition Line Construction Authority, and the Los Angeles County Metropolitan Transportation Authority (LACMTA). The project is 6.7 miles of double-track light rail, seven traction power substations, and seven passenger stations. Responsible for leading a team from design constructability reviews all the way through construction, testing and commissioning of these systems.

Project Manager for Wayside Installations on the Southern California Regional Rail Authority (Metrolink) Positive Train Control (PTC) project as a subcontractor to Parsons. The overall project scope includes design, installation, documentation, testing, integration, and commissioning of PTC technology on the 512 miles of the Metrolink commuter rail system. MEC’s scope encompassed installing the wayside communications equipment for the implementation of PTC on the Metrolink system. This includes new radio communication equipment, along with new radio towers and antennas at 168 existing signalized locations. Responsibilities included implementation of the safety and quality control plans on the project, coordination with the client and owner, ensuring the aggressive project schedule was met, and coordination amongst stakeholders varying from utility companies to PTC technology developers.

The I-405 Sepulveda Pass Widening project involves engineering, procuring and constructing 10-miles of HOV lane, widening the freeway, realigning existing on and off ramps, removing and replacing three bridge structures, constructing 21 additional bridges and ramps, installing 18 miles of retaining and sound walls and performing road improvements on adjacent city streets for the Los Angeles County Metropolitan transportation Authority (LACMTA), who has partnered with Caltrans for the project.Project Engineer for MEC’s $35 million highway lighting, and intelligent transportation systems (ITS) scope as a subcontractor to Kiewit Infrastructure West, including temporary lighting for the full 10 miles of freeway and a revolutionary wireless temporary ITS system called the Automated Workzone Information System (AWIS). Responsible for leading the engineering efforts for the entire electrical portion of the project, including managing: cost & budget, material procurement, operations planning & scheduling, implementation of the project quality program, executing & managing subcontracts, oversight of all quantity tracking, the submittal process, and input into the design of the project electrical systems. A large additional responsibility of integrating the MEC project team into the overall Kiewit project team.

work on projects for Amtrak, ACTA, SANDAG, & NCRA, while accepting additional duties in Estimating and Business Development. Solicited and collected civil subcontractor quotes as well as prepared a civil take-off. Prepared bid documents and packages. Lead and completed the Technical Proposal for the MTA Exposition Line Train Control and Communications systems package and prepared and submitted the final bid package. Setup project controls and CTO procedures for the new Metrolink contract, as well as prepared a baseline CPM schedule.

$2.1 million Traction Power Substation Upgrade for SANDAG and the San Diego MTS. The scope of work included installation of a new traction power substation and rehabilitation of 2 existing substations. Responsible for tracking changes in scope, extra work and overruns, and coordinating with the city and utilities for permitting and new electrical power service, all initial site layout, grading and excavation planning, tracking weekly costs and quantities, monthly cost reporting and forecasting, handling submittals to and correspondence with the owner, ordering of equipment and materials, managing the materials contract with Siemens Transportation Systems, preparation of monthly bill quantities.

$10 million grade crossing rehabilitation of; Scope of work includes a range of simple to complex upgrades of existing highway at grade railroad crossing equipment, to complete removal and replacement of grade crossing equipment. The project requires complex coordination of work and permitting with numerous municipalities, utilities, and government agencies across the approximately 65 miles of track. Responsibilities include field engineering layout of construction, managing quantities, ordering material, managing subcontractor forces on site, weekly job scheduling with the Job Superintendent, tracking, managing, and creating correspondence with the owner.At approximately 75% of project completion, position transitioned to Project Engineer, at which point became responsible for project wide engineering functions: Prepare, negotiate, and manage subcontracts, including a material subcontractor; prepare and manage contract changes; lead monthly cost reporting and forecasting; manage delay and extended overhead claims; prepare monthly schedule progress estimates and progress billings; in charge of job site demobilization and contract close out.

for a $1.9 million railroad signal system modification project. Work for Amtrak includes installation of new wayside signal equipment, modifications to existing signal equipment, and significant modifications to existing signal control circuitry for a new passing track. Work closely with job superintendent to plan and provide support for all construction activities. In charge of all engineering functions: tracking weekly costs and quantities, leading monthly cost reporting and forecasting, handling submittals to and correspondence with the prime contractor, ordering of large and/or specialized equipment, preparation of monthly progress billings.

$1.1 million railroad signal system project in the Port of LA/Alameda Corridor. Work consisted of new wayside signal equipment and modifications to existing signal control circuitry and new signalization for installation of a new track diamond. Responsibilities included tracking weekly costs and quantities, managing monthly cost reporting and forecasting, submittals to and correspondence with the prime contractor, preparation of monthly progress billings, tracking change order work.
