Levar Martin has been elevated to Chief Program Officer. In this role, Levar will oversee all of NALCAB's national grant-making, technical assistance, capacity building, training and leadership development efforts. He is a member of NALCAB’s executive team and contributes to the strategic direction of the organization.In this role, he will continue to oversee NALCAB's national Equitable Neighborhood Development, Small Business Investment and Financial Capability programs, and a national Rural Capacity Building program that includes a Rural Revolving Loan Fund. He will also oversee NALCAB’s National Training Institute and the Pete Garcia Community Economic Development Fellowship program.Levar oversees and supports NALCAB's national technical assistance and consulting efforts to local nonprofit member organizations and government entities in the areas of economic development, neighborhood change, affordable housing and housing policy.Mr. Martin continues to shape NALCAB's Equitable Neighborhood Development framework, which utilizes GIS and data analysis for informing housing policy and assessing capital flow which is centered on analyzing and anticipating neighborhood change, including gentrification and displacement.Levar also guides the integration of NALCAB’s programmatic work across asset building strategies and helps lead efforts around staff development and training, and assessing, defining and institutionalizing a positive organizational culture.

Levar Martin has been elevated to the national Director of Programs for NALCAB. In this role, he will continue to directly oversee NALCAB's national Equitable Neighborhood Development program area but will also oversee NALCAB's Small Business Investment and Financial Capability national programs. Levar also provides support to the Director of Asset Management and Executive Director on NALCAB's Real Estate Equity Investment Fund, that targets single-family and small multi-family investments across the country.Previously, Levar Martin served as the Director of NALCAB’s national Equitable Neighborhood Development program. This program area consists of providing data analysis – asset mapping and housing and market assessments; technical assistance to member organizations and government entities around affordable housing, community development and economic development programs; community inclusion – facilitating community and stakeholder engagement; and fair housing – managing a national fair housing program and analyzing fair housing choice based on asset mapping. The Equitable Neighborhood Development team is also responsible for the integration of Geographic Information Systems (GIS) into NALCAB's work. The team’s most recent work consists of utilizing GIS to anticipate and analyze neighborhood change, including displacement and gentrification and identifying trends and challenges across national markets. Prior to joining NALCAB, Levar worked as a Manager for a small business for 5 years and spent a semester as an intern in the City of San Antonio's Department of Planning and Community Development, focusing on GIS. A San Antonio native, Levar earned a B.A. in Sociology with a concentration in Urban Studies from Trinity University and a M.S. in Urban and Regional Planning, from the College of Architecture, Construction and Planning, at the University of Texas at San Antonio (UTSA). He is happily married and a father of a son.

Oversee NALCAB's Equitable Neighborhood Development program area. This includes the following work: Capacity building, coordination, and technical assistance in Texas and the Southeastern region of the US; NALCAB's National Community and Economic Development Colegio Leadership Fellowship program; supporting our Real Estate Catalyst Fund; leading our Geographic Information System (GIS) integration; and leading our national work related to evaluating neighborhood change - particularly gentrification and displacement from the perspective of local CDCs.
