I advise the Commission as an attorney in the Energy Markets Section of the Office of General Counsel. The Energy Markets Section provides legal and policy advice to the Commission on regulatory responsibilities relating to the economic regulation of jurisdictional electric companies and works closely with various technical offices, including the Office of Energy Market Regulation, the Office of Energy Policy and Innovation, and the Office of Electric Reliability, to draft memoranda, opinions, orders, rulemakings, and other documents primarily relating to the Commission's responsibilities in the areas of markets, tariffs, rates, reliability, and corporate structure.

My practice for the County included litigation, transactional, legislative work, and counseling of clients on a range of matters including constitutional issues, environmental and energy, the development of public private partnerships, implementation of federal and State regulatory programs, and enforcement of the County Code.

The mission of the Office of Law is to provide legal representation and advice to Howard County government and its agencies in an expeditious and professional manner, to enforce effectively the civil laws of the County, and to be responsive and timely in providing quality legal services and advice.I represented the County on a variety of matters, with an emphasis on environmental and energy issues including representation of the County Executive, the County Council, the Dept. of Public Works, and the Dept. of Recreation and Parks. I also represented the Board of License Commissioners and the Historic Preservation Commission, as well as the Department of Fire and Rescue Services and the Dept. of Planning and Zoning on code enforcement matters. I represented the County in general administrative and civil litigation in State and federal Courts, including the U.S. Court of Appeals for the Fourth Circuit.
