Assigned to represent the Division of Purchase and Contract, the chief purchasing and contract administration agency for North Carolina. Main areas of responsibility include state purchasing and contracting and the legal disputes that arise in that area.Quickly adapted and became proficient in state government contracts and procurement, administrative law and proceedings after 17 years in private practice. Successfully defended a challenge to a multi-million dollar procurement award through a contested case hearing and then on appeal within the first 6 months of starting. Since then, I have defended and favorably resolved numerous procurement challenges.Ability to quickly understand the issues, negotiate effectively and provide sound legal advice resulting in positive outcomes. Analyze major and/or unique procurement and contract requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations, policies, procedures and requirements.Also defend the Department of Administration and its divisions in personnel litigation; review and approve easements for the State Property Office; and serve as a member of the litigation team when the section has complex lawsuits.

Practice focused primarily on public school and local government law. Clients included: Nash-Rocky Mount Board of Education, Hertford County Board of Education, Nash Community College Board, Roanoke-Chowan Community College Board, Braswell Memorial Public Library Board, North Carolina School Boards Trust, Town of Wendell Zoning Board. Initiated and implemented fundamental changes to school system’s approach to student disciplinary matters by creating a manual for and providing training to school administrators, improving outcomes. Shared developments in state laws pertaining to student disciplinary matters in a presentation to the North Carolina Council of School Attorneys. Improved understanding of role and functions of governing board of local public library by conducting training for board trustees to educate them on the unique legal structure and proper governance of the library as a joint interlocal cooperative agency. Closed hundreds of real estate transactions for purchasers, borrowers and banks (mostly residential but also some commercial and agricultural financing). Performed title searches, drafted title opinions, obtained title commitments, prepared deeds, deeds of trust, notes, security agreements, financing statements, assignments of rents, subordinations and other documents as needed. Coordinated closing with buyers, sellers, real estate agents and lenders. Conducted closings, recorded title and security instruments, paid off and canceled existing liens, and obtained title policies for lenders purchasers.Also engaged in a general practice, including civil litigation, estate administration and criminal law.
