Strategic addressing of the organization at a national level in all processes, including the management of processes such as sustainability, administrative, legal, and human talent management and technical and financial resources for the attainment of corporate objectives.

Leading in structuring, creating, and putting the Vice Ministry of Water and Sanitation into operation as the sector’s leading unit, consolidating the organization and its task forces through the practices of good government and project management. This allowed for positioning and recognition at a national level, in accordance with the needs in the formulation, leadership, and execution of sectorial plans and programs.Managing and leading the processes for constitutional reform and other regulations required for the definition of a modern, efficient, and transparent institution for providing potable water and basic sanitation to Colombian citizens, working harmoniously with territorial organizations and guaranteeing comprehensive management of the hydric resources and avoiding their inadequate usage.Creating an exclusive and permanent fund of resources for the sector in the transfer system from the central government to municipalities and states, about a billion pesos (a trillion US dollars) per year.Obtaining an increase of resources earmarked for the sector that allowed the coverage and quality of potable water services and basic sanitation in the country to increase significantly.Designing and implementing the State Water Programs as public policies to increase the coverage of potable water services and basic sanitation throughout the country.
