About Liam Stokes

My career has been dedicated to the countryside. For seventeen years I have worked across the environmental, food, farming and wildlife sectors because I am passionate about enhancing our rural landscapes and the lives of the people who live there. I believe private investment in nature is the next frontier in conservation and rural development, so after three years as CEO of the game meat sector's first assurance board I moved to Broadway Initiative to take the role of Natural Environment Director, where I coordinated and co-authored the recently-published State of Nature Markets 2023. In my time as CEO of British Game Assurance I rebranded and refocussed the organisation and launched new tiers of membership, battling to bring modern standards to a conservative sector. I was instrumental in the creation of a coalition of partner organisations and managed the process of passing the assurance scheme into their stewardship to safeguard its future.Prior to joining BGA, I served as Senior Leader for Farming Sector Policy at Defra. I led over 30 policy staff across six teams working to prepare UK agriculture for Brexit, an experience that put me at the heart of Government during an unprecedented moment of tumult. The thanks I received from my teams for the support I offered through that dramatic period of history stands out as some of the work I am most proud of in my career.I led successful multi-channel campaigns and was widely praised for my media work during my time as Head of Campaigns at the Countryside Alliance. While teaching countryside management at Wiltshire College I completed a Nuffield Farming Scholarship, studying land based education around the world, for which I won the John Stewart Shield for the best presentation at the 2014 Nuffield Farming Conference.I am an acknowledged expert in game and wildlife management, a subject on which I have given evidence to Parliamentary Select Committees, appeared as an Expert Witness in Crown Court and written the UK’s first degree programme (validated by the Royal Agricultural University). I have written on the subject, and countryside issues more generally, for a wide range of mainstream and rural outlets and been interviewed on national and regional television and radio, including local radio, Channel 4 News, BBC's Inside Out and three appearances on BBC Countryfile.

    I am responsible for Broadway Initiative's Defra-facing policy work, including coordination of our work on nature markets and development of our thinking around land use. I coordinated and co-authored the recently published State of Nature Markets UK 2023 and I am pulling together our work on local environment planning. I am now gearing up the communications for the UK Business Climate Hub, bringing together partners from across industry to drive the promotion of the government-endorsed one stop shop for net zero guidance for SMEs.

    I lead British Game Assurance in its twin missions to bring audited standards to game shooting and to promote assured game meat as an alternative protein. This role requires me to drive challenging but necessary change, and allows me to implement my passion for conservation and sustainable food systems. I work to raise environmental, welfare and food-handling standards, while engaging the public in a conversation about sustainably-harvested game as a healthy, local, ethical choice. I manage a small team and set the strategic direction for the organisation. I take a particular interest in comms, and was interviewed by BBC Countryfile in late 2021. I have written columns, features and comments across rural, food and mainstream press. My team and I have arranged multiple online conferences attended by hundreds of people, at which I have addressed issues of standards and sustainability. I have presented at events hosted by other organisations across the country, particularly on the difficult subject of transitioning away from lead ammunition. I led our engagement with Government, and secured seats for BGA at key Defra stakeholder fora that have been vital in steering our sector through EU-Exit and COVID-19. I helped launch the first formal coalition of shooting organisations, 'Aim to Sustain'.I have redrafted the organisation’s mission and objectives and restructured the organisation’s management and ways of working. Under my leadership, we launched an Associate Membership to help small, non-commercial shoots access shoot assurance and support the promotion of sustainable game meat. We developed marketing campaigns during the pandemic to encourage the non-shooting public to cook game at home, and launched BGA-accredited game into Sainsbury’s. We are supporting Marks and Spencer to assure their game meat supply chain, and continue to spearhead the transition to a fully-assured, and in time lead-free, game shooting sector.

    I was asked to join Defra to lead the three farming sector policy teams and subsequently took on additional teams covering Alcoholic Drinks, Crisis Measures and Interventions, and Marketing Standards. My team totalled 37 policy-specialist Civil Servants. I cleared advice to Ministers and lead Ministerial briefings, I wrote advice for the Secretary of State and for Special Advisors and I cleared Ministerial correspondence and press lines. I led on the Spending Review 2019 for the entire Food, Farming Sectors and Trade division, and coordinated the division’s staffing needs. I led on preparing EU-Exit Marketing Standards, drawing together work-streams from multiple teams and coordinating with EU Strategy and Negotiations and Strategic Communications, and liaising with producers and retailers. I have experience of Bill work and have managed a challenging amendment to the Agriculture Bill. I contributed to manifesto analysis during the 2019 General Election and worked on the Secretary of State’s agenda-setting speech to the 2020 Oxford Farming Conference.

    I produced and executed the Alliance's 2016, 2017 and 2018 Campaign for Shooting strategies.     I improved success rates in all my programmes and increased recruitment to Level 3 Gamekeeping programmes by 150%. I received eight graded lesson observations during this time, including one from the lead Inspector during an Ofsted inspection, and was graded Good in all of them. I delivered a variety of units covering ecology, pest and predator control, fishery management, environmental science, game rearing, habitat management, wild game management and landscape history.I overhauled the college shoot, converting it into a student-run commercial operation. This was considered a great risk, but The Lackham Shoot developed into respected, cost-neutral resource that contributed to the conservation of the estate via extensive habitat management and creation, and was the subject of extensive industry-press coverage. I collaborated with the Environment Agency to run a brown trout recovery project and a crucian carp ark site, and introduced a grey partridge reintroduction programme.
