Program Manager for the establishment of new ‘Community based venues’ for VCAT, including oversight of program development, capital works and business transformation streams. Community-based venues are an important strategic program for VCAT, and the Victorian justice system more broadly, by delivering new more appropriate venues for the disposition of civil disputes. The program also encompasses development of a new service model for VCAT, enabling a more efficient provision of services, closer to where users are located. The scope of this program includes $11m of capital works, as well as a leading and BAU component. In addition to leading the Community Based Venues program I also provide leadership and input into other VCAT and CSV strategic projects.

Responsible for the delivery of various capital works projects for Court Services Victoria. A particular focus was the establishment and delivery of the capital works stream of the Specialist Family Violence Courts Program - a series of works to expand existing courthouses to provide seperate entrances and circulation for victims of family violence, a key recommendation arising from the Royal Commission into Family Violence. This program encompassed $24m of capital works and included extensive stakeholder engagement both internally (including senior leaders and judicial officers) and externally, including with victim survivors and advocacy groups.

As of 1 July 2015 the Migration Review Tribunal - Refugee Review Tribunal amalgamated into the Administrative Appeals Tribunal, as a result of the Tribunals Amalgamation Act 2015. This role saw me involved in as program to establish five (5) new AAT offices in capital cities over a 2 year period - encompassing over 20,000sqm of fitouts, $25m+ in capital works, and over $100m in leases.

This role is an expansion of my previous duties as Project Manager regarding the physical consolidation of the property holdings of the Commonwealth merit-review tribunals across Australia. I maintain all the functions and responsibilities of that role.Additionally as Executive Officer I am responsible for providing high quality advice and support to the tribunal executive regarding the tribunals relationship with the Minister for Immigration and Border Protection and the Government, including production of operation reports and senate estimates briefings. In this role I am responsible for the development and implementation of a national strategic property plan for the amalgamated Administrative Appeals Tribunal, a national project valued in excess of $200 million, to achieve physical co-location of the amalgamating commonwealth merit review tribunals. This includes the production of detailed formal briefings, regulatory documents, legal documentation and undertaking of complex and high value procurements. Prior to the Government’s announcement regarding amalgamation I was performing the same functions on a smaller scale regarding the MRT-RRT’s long-term accommodation requirements in Sydney.

The function of this role was to provide high level administrative and strategic advice to the Principal Member and Registrar of the MRT-RRT on matters relating to the amalgamation of the MRT-RRT and SSAT into the AAT as part of the Commonwealth tribunals reform project.I took on this role on an acting basis in addition to my ongoing work as Accommodation Project Officer.
