My role encompasses various responsibilities, including formulating sector-specific regulations, enhancing competition, and facilitating effective Public-Private Partnerships to leverage technological advancements.Key responsibilities include:Telecom Policy Development: drafting and revising policies to align with global best practices and local market needs, ensuring a competitive and dynamic telecommunications environment.Regulatory Frameworks: Establishing clear market entry, operations, and compliance guidelines that promote fair competition and consumer protection.ICT Infrastructure Enhancement: Leading initiatives aimed at expanding and upgrading digital infrastructure to improve connectivity and service delivery nationwide.Public-Private Sector Collaboration: Structuring and negotiating partnerships with private entities to drive investment and innovation in the telecommunications sector.Competition Regulation: Monitoring market activities to prevent anti-competitive practices, ensuring a level playing field for all stakeholders.Capacity Building: Developing training programs to enhance the skills of team members and stakeholders, ensuring adherence to regulatory standards and fostering professional growth.In this role, I leverage my extensive experience and deep understanding of telecommunications policy and infrastructure management to contribute to Somalia’s digital transformation, positioning the country as a leader in ICT development in the region

I advice the National Communications Authority in the areas of Licensing, Regulations, numbering Management and Competition issues. I have developed the following:- Unified Licensing Framework for the Communications Sector. It was the first time for Somalia's Telecom sector to have a licensing framework. The framework promotes convergence of the Telecom services as well as the technology neutrality. The licensing framework can be found here: https://nca.gov.so/wp-content/uploads/2020/12/Unified-Licensing-Framework-Nov-2020-BV.pdf - Developed the Licensing terms and conditions based on the framework, as well as the licensing procedures and guidelines.- Developed the Licensing Fee structure for the Telecom sector.- developed the National Numbering Regulations for the Telecommunications Sector, as well as the First Numbering Plan for the Telecom Sector in Somalia.- Developed the Numbering Policy, Interconnection Policy and Spectrum Policy for Somalia's Telecom industry, and it was adopted by the Ministry of Communications and Technology

As the ICT Director at the Ministry of Communications and Technology, I lead and oversee the development and implementation of ICT strategies and initiatives across government sectors. My role involves managing and enhancing the national ICT infrastructure, ensuring its alignment with national policies and international standards. I am responsible for driving digital transformation, fostering innovation, and improving service delivery through technology. My duties also include coordinating with various stakeholders to promote a cohesive ICT ecosystem, developing policies and regulations to support ICT growth, and ensuring cybersecurity and data protection. Additionally, I manage key ICT projects, oversee the ICT budget, and provide technical guidance and support to government ministries and agencies.Key Achievements:-Established Qaran Internet Services Center, which provides Internet Services and technical assistance to Government ministries and agencies.- Established the Network Operation Center which maintains and operates the Government Network- Started the establishment of the First Internet Exchange Point in Somalia (SoIXP) and setting up its peering guidelines. Also organizing the Network Operators to start connecting- Configured and maintains the Somali Network Information Center (SONIC) server, which host the Country Top Level Domain (ccTLD).
