Support CDOT’s initiative to reduce greenhouse gas emissions from the transportation sector by:• Developing policies related to the GHG Pollution Reduction Roadmap for Colorado, including the GHG Transportation Planning Standard and the GHG Mitigation Measures policy • Providing technical support on the efficacy of project strategies to reduce GHG emissions from the transportation sector• Developing GHG reporting and monitoring requirements for the transportation sector• Developing a process to incorporate GHG analysis into the planning process to influence how projects are selected and prioritized • Provide project-level support and expertise for GHGs under NEPA and state requirements, including project-level emissions quantification

Documented and tracked company policies, procedures, and employee stories in response to COVID-19 through employee interviews as contribution to 2020 Sustainability Report. Served as sole author of crisis management report on all company procedures and decisions navigating the global pandemic.

Lead research project on data privacy, data sharing, and data governance as it relates to the execution of the Magnuson-Stevens Fishery Conservation and Management Act (MSA). Co-hosted a series of podcasts that brought together a full range of stakeholders to learn about potential data governance solutions to fisheries management problems and to contribute creatively to solutions that better meet stakeholder needs.

Coauthored a rulemaking petition for the North Carolina Environmental Management Commission on behalf of clients to establish a carbon dioxide inventory and budget rule to combat climate change. Utilized cost-benefit analysis and emerging economic data to determine the fiscal impact of the rulemaking petition, including installation expenditures of large-scale solar projects, avoided morbidity and mortality from air pollutants, property tax revenues for rural counties, etc. Modeled the emission reduction impact of the rulemaking petition with existing state policies. Received 2020 Advocacy Award from Duke Law.

Principal organizer of press conferences regarding organizational reports and bills in the General Assembly. Created research based informational issue and policy memos for members of the General Assembly.

Researched and summarized national legislation to assist the Chamber staff in the drafting of bills for the WV legislature, e.g. random drug testing and Sunday alcohol laws. Found, compiled, and presented relevant data to inform Chamber policy positions, including opposition to RFRA, the decline of manufacturing jobs, and the opiate addiction epidemic. Assisted in the planning and operation of Chamber conference events.
