Mr Soh Lieh Sieng is a consummate construction industry expert, having spent 30 years working for contractors, consultants and employers throughout the United Kingdom, Europe, Asia Pacific and the Middle-East in engineering, construction and dispute resolution roles. Over the years Lieh Sieng has developed skills in project management, construction of major bridges and infrastructure works, airports and buildings, power plants, oil/gas construction and heavy-lift operations.A considerable part of Lieh Sieng’s early career involves the design and construction of major infrastructure projects in the UK, Europe, Middle East and Hong Kong/China, particularly in long span structural steel and post-tensioned concrete bridgeworks. Notable projects include Highway Widening and Railway Upgrading Schemes in the UK, the Dubai Airport Interchange in the UAE, Tsing Ma Suspension Bridge in Hong Kong and the Storebealt Suspension Bridge in Denmark.Since 2008 Lieh Sieng’s career is predominantly focused in contract administration and dispute resolution, providing advice on changes and variations, delays and extension of time, and loss and expense in respect of delays, disruption and acceleration. Lieh Sieng provide his services as a specialist consultant, with appointments throughout South East Asia, Hong Kong/China, India and the Middle East. Lieh Sieng is known for his extensive knowledge in the use of the FIDIC EPC and Design/Build Contract Forms where he has spent many years advising parties to infrastructure and power generation projects in several developing countries, as well as assisting parties in resolving disputes under FIDIC's Dispute Adjudication Board (DAB) procedure.Lieh Sieng has represented parties in over 20 arbitrations and over 250 statutory adjudications in Malaysia and Singapore. Lieh Sieng also regularly act as Expert Witness in court, adjudication and arbitration proceedings, and has presented written and oral expert evidence in over 40 proceedings, on disputes related to construction technology, defective works, contract termination, delay and extension of time, loss and expense, variations and contract interpretation in both domestic and international proceedings under ICC, AIAC and SIAC arbitration rules. As of 2022, Lieh Sieng have acted as tribunal in 15 construction contract related dispute proceedings.Lieh Sieng is a Chartered Builder, Chartered Engineer, Chartered Surveyor, Certified Cost Engineer, Accredited NEC3 Project Manager, and empaneled as Adjudicator and/or Arbitrator by the AIAC, HKIAC, CIETAC, SIArb, MIArb, and FIDIC.
