Responsible for supporting the firm's business development efforts in both the New Markets Tax Credit (NMTC) lending initiative and Public Private Partnerships (PPP). Participate in the development NMTC team's effort to structure, source and underwrite targeted investment strategies, markets and opportunities for Lowe Enterprises $45 million dollar NMTC allocation and future NMTC allocations. Managed and coordinated all third party consultants and attorneys in the closing and documentation phase of the group’s NMTC investment material; including investment summaries, business plans and deal closings. Update and maintain NMTC compliance and investment database. Research and analyze potential new business opportunities pertaining to PPP opportunities. Work with internal Lowe PPP team to develop and manage the business development pipeline. Work with the Lowe acquisitions and development teams to complete all necessary aspects of the due diligence process for any investment opportunities being pursued.Responsibilities include the development of the marketing and business development strategies in the PPP and NMTC lending efforts. Design, develop and oversee implementation of marketing materials and presentations, securing meetings with prospective clients, and supporting the broader lending initiative of Lowe.

Assisted with the City of Compton transaction for the proposed senior center, parking structure and community center to be financed by Lowe Enterprises. Prepared a Fiscal Consultant Report to analyze the Compton Redevelopment Agency’s creditworthiness and tax allocation bond capacity. Assisted with over $30,000,000 in redevelopment agency real estate acquisitions. Conducted the underwriting and deal structure analysis for twelve development projects with a total value in excess of $200,000,000. Provided technical assistance on project analysis and redevelopment process to various agencies throughout the State of California. Prepared project feasibility and proforma analyses for two dozen publicly owned properties. Prepared all required staff reports, resolutions, ordinances, public hearing notices, and other transaction related documents.
