Lilian Chapa Koloffon is a public policy analyst and evaluator specializing in police reform and public safety.Recently, she co-directed WJP’s short documentary on local police reform and investigative police in Chihuahua, Chih.: “Chihuahua Detectives”.Since 2019 she leads the implementation of Open Society Foundation (OSF)-funded project to strengthen the institutional coordination and communication between local prosecutors and police. In 2018, she led the development of WJP’s metrics of Police Outcomes for state and municipal-level forces in Mexico.Chapa Koloffon served as Senior Advisor for the Executive Secretariat of the National System of Public Security, where she co-designed a national public policy to provide municipal-level governments technical guidance on police reform efforts and to repair public trust (National Model of Police and Civic Justice).Chapa-Koloffon has evaluated crime prevention programs in troubled cities in northern Mexico and Honduras put in place by governments and international assistance agencies. The Mexico City native has also led a research team to study the ease of access to criminal justice institutions in two post-conflict Colombian cities.As researcher for “México Evalúa,” a leading Mexican public policy think-tank, Chapa-Koloffon co-authored groundbreaking reports on the implementation of the Mexican government’s National Crime Prevention Program, shining public light on the program’s failure to lower violence and crime, leading the government of Mexico’s President Enrique Peña Nieto to cut the program before leaving office.Lilian Chapa-Koloffon holds a bachelor’s degree in journalism from Mexico’s Carlos Septién García School of Journalism and studied crime prevention through the University of Chile.
