As Design-Build contractor and 10% Equity partner of the PortMiami Tunnel Pubic Private Partnership (P3) Project, which involved more than 900 direct hires by Bouygues, I launched HR, and was also responsible for:• All HR functions, including: Payroll, Strategic planning, organizational development, staffing, training, benefits selection and administration, Employee Relations and Performance Management.• PortMiami Tunnel Project is a Davis Bacon Act (DBA) Project. I was responsible to ensure that all compliance related to DBA were met, including EEO and certified payroll• Conduct extensive recruiting to fill out all vacancies, from Senior Management to Laborer positions, while keeping the use of headhunters to a minimal• Established relationship with the Laborers’ International Union of North America and lead the implementation of bargaining agreement and its management• Ensure compliance with federal and state laws and EEO regulations. Investigate all sexual harassment, discrimination and wrongful termination complaints for organization• Lead implementation of ADP Workforce Now and connection with all benefits carriers

As the prime contractor for the Brickell City Center project in a joint venture with Moriarty Construction, I launched our building division’s HR department and also manage all aspects of its functions, including recruitment, payroll, immigration, creation of policies and training facilitation with our Headquarters in Paris, France.
