• Managed Congressional engagements, tracked legislation, revised Board policies, oversaw complex projects, wrote briefing materials, and staffed Board committees and senior leadership to aid policy decisions for the National Assessment of Educational Progress (NAEP).• Wrote the Board’s unanimously adopted Strategic Vision, after facilitating two years of thoughtful Board deliberations and soliciting external input. Represented ED in media and congressional briefings, inter-agency working groups, and public meetings.• Co-created and solely managed the Data Strategy Team of 100 staff from all ED offices to coordinate and improve ED’s data collection and release processes. • Managed the drafting process and oversaw the technical assistance for the Family Educational Rights and Privacy Act regulations finalized in December 2011.

• Negotiated agreements with each State to implement uniform data reporting standards.• Led the merger of two data collections, the Common Core of Data and EDFacts, with attention to data quality, stakeholder interests, schedule demands, and ED priorities.• Facilitated the development and implementation of uniform electronic submissions for EDFacts metadata and the Indian Education Formula Grant, replacing manual and ad hoc processes.

• Drafted the HELP Committee’s proposal and led ESEA negotiations for Title V, Part D programs.• Assisted senior staff on the Senate floor during Higher Education Act (HEA) reauthorization, tracked statutory language changes during conference negotiations, and co-drafted the conference report.• Prepared Senator Kennedy’s talking points and managed interns to assist the efforts on all active legislation – ESEA, College Cost Reduction and Access Act, HEA, and Head Start.

• Oversaw all stages of the development of A Profile of State Action to Improve America’s High Schools, announced by Chairman Governor Warner at NGA’s annual meeting. Proposed format to Director, created the research plan, managed consultants, and co-authored the final product.

• Promoted in 2003. Participated in all aspects of qualitative research: developed interview protocols, facilitated interviews, conducted site visits cleaned, coded, and analyzed data, and wrote reports for health and education projects. Co-drafted the national evaluation indicators for ESEA Title I, Part D.• Managed a winning $60M State assessment proposal. Oversaw the technical, administrative, production teams consisting of more than 35 senior and junior staff, served as the primary contact for subcontractors, enforced deadlines, and ensured version control for the 1,500 page document.
