As a policy adviser, I assessed proposed changes to the National Electricity Rules and National Energy Retail Rules. Key rule change projects included the Alternatives to grid-supplied network services project on off-grid supply, and customer transfer improvement rule changes. I reviewed requests for changes to the rules, researched the issues, prepared consultation papers, engaged with stakeholders, and prepared rulemaking papers for approval by the Commission.

I advised a range of clients in the energy sector, conducting detailed research and preparing written advice on issues arising under the National Electricity Law, National Energy Retail Law and the associated Rules, as well as state electricity laws and regulations. I also reviewed and amended power purchase agreements, gas supply agreements, gas storage agreements and retailer-customer agreements.

Los Angeles

Advised electric utilities on Californian greenhouse gas and renewable energy laws. Worked with regulators on the development of and amendments to the Californian cap and trade program and associated regulations. Negotiated renewable energy contracts.

Sydney

Advised on climate change and renewable energy laws and on emissions trading, both within Australia and internationally. Negotiated emission reduction purchase agreements. Helped clients to establish portfolios of emission reduction projects in developing countries. With Baker & McKenzie colleagues I prepared and taught a Masters of Law course on International Climate Law at the Australian National University.
