• I led and coordinated a team, with a total of 54 people, responsible of providing technical assistance for the formulation, evaluation and monitoring of policies, investment projects and studies of 47 entities in the following sectors: Presidency, Interior, Foreign Relations, Justice and Law, Defense and Security, Strategic Intelligence, Office of the Attorney General, the Judicial and Legislative Branches, the Electoral Organization, the Control Entities, the Public Ministry and the sector of Social Inclusion and Reconciliation. Additionally, for these sectors:­ - I led the programming, monitoring and control of the national investment budget.­ - I supervised and evaluated the viability of technical and financial cooperation, and the contracting of external and internal credits.• I provided technical advice to territorial entities in developing their Territorial Development Plans and in the formulation, feasibility, prioritization and approval of investment projects on issues related to the aforementioned sectors.

• Coordinated and participated in drafting the resolution whereby the Public Forces’ Capability Planning Model was created and implemented. • Led and co-authored the Methodological Guide for the Financial Projection of Capabilities and the Guide for Capability-Based Formulation of Investment Projects. • Participated in the elaboration and implementation of the capabilities investment roadmaps, a quantitative analysis tool to support budget and policy decision making process. • Developed an evaluation of the Ministry of Defense’s Transformation and Future Initiative which started in 2010, to identify the state of progress, lessons learned and a roadmap for the new administration 2018-2022.

• Designed a capability based planning methodology to determine an efficient combination of military and police capabilities to respond to future scenarios. • Directed the capability planning team to implement the methodology for the force development of the Colombian Armed Forces of 2030. Over 400 military and police officers participated in this initiative.• Co-authored the official transformation plans of the Armed Forces of Colombia 2030. Topics addressed: mission areas, risk assessment, operational contexts, operational concepts, capability areas, capability statements, capability gaps, prioritization and capability proposals.

• Participated on the team that developed and implemented the 2011 Institution Reform Initiative to restructure the Ministry´s organizational configuration.• Co-authored the long term planning chapter (chapter 7) of the Strategic Planning Guide 2011-2014.• Constructed the coordination mechanism to strengthen the security service provided to the production chain of the oil, mining and energy sector in Colombia.• Conducted technical studies to support the decision making of senior leadership in different fields:- Supply chain analysis for drug trafficking in Colombia- Assessment of the Logistic System of the Armed Forces- Design of a coordination mechanism for the security service provided to the production chain of the oil, mining and energy- Research to increase welfare programs in the Armed Forces and determine its impacts on military’s morale - Diagnosis of the combat health support in the field
