Under the supervision of the Director for Administration, the Facilities Management Department Head is responsible for all operations, staff management, budgeting, financial oversight, and planning of the hospital’s Facility Management Department (FMD) and facilities. Leads the hospital’s FMD staff of tradesmen to provide oversight, accountability, maintenance, and operation of the hospital’s utility systems and real property. Manages the hospital’s SRM/Military Construction program. As the hospital's engineering expert, is responsible for identifying requirements, providing design analysis, creating project scopes of work and ensuring all plans and specifications are in compliance with Federal, State, DOD, and local regulations. Coordinates all construction within the hospital and clinics to include managing utility outages, ILSMs, Joint Commission readiness, infection control risk assessments, customer concerns, and continuity of operations. Performs Joint Commission Life Safety assessments, manages the hospital’s Statement of Conditions and Plans for Improvement for Life Safety deficiencies, and evaluates construction and space utilization with respect to NFPA codes. Maintains the hospital’s as-built drawings and all construction submittals by working closely with contracting administrators executing large and small scale construction contracts. Serves as the Contracting Officer’s Representative for a $1.2M operations & maintenance contract. Officer in charge of the hospital’s linen service contract and government vehicle program. Acts as hospital representative and action officer for scoping, estimating, and managing four major hospital restoration projects in FY14 replacing generators, boilers, HVAC controls, and installation of seismic dampers worth $20M. Member of the hospital’s Environment of Care Committee, Chairman of the Space Utilization Committee and regularly briefs hospital and regional command structure. Underwent Joint Commission in 2015 & 2018.

Under the supervision of the Supervisory General Engineer, served as NAVFAC Construction Manager supporting construction and improvement projects at Naval Base Point Loma, San Diego, CA. Provided construction contract management, field quality assurance and safety oversight, and reviewed contractor design and construction submittals for accuracy and conformance to project goals. Ensured all construction was per design and specifications to include all NFPA, ATFP, UFC, and appropriate building codes.
