Required cross-system data resolution, multiple survey tool upgrades, and ultimately creation of a new tool capable of meeting requirements.• Worked with initial tool vendor to obtain necessary new features. Eventually prepared specifications for a replacement tool, researched options, and recommended Quantellia, LLC. Worked with Quantellia on meeting requirements, distributing the survey, troubleshooting issues, organizing and interpreting findings, and reporting results. Worked with client on supporting recipients and monitoring completion.• In addition to survey development, testing, and implementation, the project involved analysis of responses against multi-year financial and staffing data; the profiling of IT usage; the adjustment of allotment formula factors; and the provision of policy levers for future adjustments.
