I am a hydrometeorologist whose research seeks to develop early warning systems to improve disaster risk management, particularly for flooding. I am interested in global flood forecasting, surface water flood forecasting, ensemble forecasts, impact-based forecasts, risk communication, decision making and climate resilience.I joined the University of Oxford in 2021, moving from the University of Reading where I was a postdoctoral researcher. Prior to joining the University of Reading, I was a Senior Scientist at the Scottish Environment Protection Agency (SEPA) where I was involved in operational flood forecasting and led the scientific development of the Scottish Flood Forecasting Service. I have a BSc from the University of Bristol (2005) and an MSc from Newcastle University (2006). My PhD research, completed at the University of Newcastle in 2013, sought to develop a methodology for understanding dependencies in flood risk exposure in the UK. I have also held associate lecturing positions at the University of Lincoln and the University of Portsmouth. I started her career as a flood risk analyst at JBA Consulting.Working at the interface between research and practice, I regularly works with partners including the Environment Agency and Scottish Environment Protection Agency (SEPA), European Centre for Medium-range Weather Forecasts (ECMWF), UK Met Office, UK Foreign Commonwealth & Development Office (FCDO) and the Red Cross Climate Centre. I am an Editor for the Journal of Flood Risk Management and an affiliate of the UCL Warning Research Centre. I am a member of HEPEX and the British Hydrological Society and I actively contributed to the work of the Royal Meteorological Society.Current ResearchI am involved in interdisciplinary research improving the operational use of risk-based flood forecasting science. Senior HydrometeorologistScottish Environment Protection Agency Sep 2012 - Feb 2015Perth, ScotlandScotland’s Flood Forecasting Service (the SFFS) is a partnership between SEPA and the Met Office. They produce a daily flood guidance statement for emergency responders in Scotland communicating the risk of fluvial, coastal and surface water flooding over the next five days. As SEPA’s first ever hydrometeorologist I was responsible for supporting the scientific and operational development of the SFFS. Operationally this involved skills in:• Quantitative flood forecasting using a range of meteorological and hydrological models (including Delft-FEWS)• Decisions making often under time pressure or in stressful situations• Communication of risk to internal and external stakeholders Non-operationally I was responsible for ensuring the SFFS continued to make the best use of available and emerging science and continued to develop new forecasting tools. Sitting at the interface of research and operations this included activities such as:• Working with scientists at the Met Office to ensure crossover of new meteorological forecast techniques • Reviewing the performance of forecasts through post event analysis• Developing new tools to support probabilistic forecasting, decision making and communication of risk• Managing the joint SEPA-Met Office observation and forecasting group• Representing SEPA in international communities such as EFAS (the European Flood Awareness System)• Representing SEPA on research advisory boards e.g. the NERC Flooding from Intense Rainfall (FfIR) project and the Natural Hazards Partnership• Raising the profile of the SFFS at academic and industry conferencesOne major project that I was responsible for was the development of a new surface water forecasting tool for Glasgow which was used operationally during the Commonwealth Games. Postgraduate ResearcherNewcastle University 2008 - Sep 2012My PhD work developed a methodology for systems based flood risk analysis in the UK with particular reference to insurance risk exposure. The motivation was to improve understanding of the sources of uncertainty in complex risk models, from large scale spatial dependence structures in the rainfall data, to limitations in knowledge of factors such as building height above the ground and flood defence condition. The thesis was that by better understanding these uncertainties end users would be able to make better informed decisions. The research process taught my valuable skills in:• Critical thinking and problem solving• Processing and analysis of large data sets• Multivariate statistics• Computer programming using R and VBA for Excel• 1D and 2D hydraulic modelling• Hydrological analysis using FEH methods and software• Written communication skills in producing reports, papers and the final thesis• Oral communication skills through giving conference presentations, seminars and defending my thesis during the viva examination• Project managementThe work is shortly to be published in the Journal of Flood Risk Management in a paper that looks to explicitly identify the sources of uncertainty in systems flood risk modelling in the UK. -
