Provided technical assistance to Rhode Island's state government by leveraging data to drive decision making and improve service delivery outcomes. Designed and implemented new performance management system for contracted services at Department of Human Services (DHS) and Department of Health (RIDOH): Drove ~30% increase in enrollments for workforce services and ~10% increase in program take up for family home visiting programPresented data findings and recommended policy options to senior leadership at DHS, RIDOH, and DCYFLed procurement process for a $7M TANF-funded workforce contract at DHS and $1M home visiting contract at RIDOH: developed RFI, drafted RFP, managed selection process, and defined performance incentives for new contractsRestructured and facilitated data-driven meetings with contracted service providers to diagnose problems, brainstorm solutions, and test changes using continuous quality improvement toolsManaged system changes by creating and systematizing new processes, developing work plans, directing and coaching staff to execute tasks related to data collection, interpretation, planning, and facilitationIdentified key program goals with stakeholders, defined leading and lagging indicators, and analyzed client, services, and outcomes data to build dashboards for ongoing performance managementDeveloped and operationalized an interagency protocol for a maltreatment prevention pilot in collaboration with RIDOH and DCYF
