Advised Secretary of the Treasury Robert E. Rubin on economic, financial and environmental issues and directed United States participation in the World Bank Group, the European Bank for Reconstruction and Development, the Inter-American Development Bank, the African Development Bank, the Asian Development Bank, the Global Environment Facility, and the Paris Club debt restructuring program. Led the United States negotiating team in five international financial institution (IFI) replenishments, served as the Department of the Treasury’s principal liaison with the White House, the Office of Management and Budget, the Department of State and the Congress with respect to the US policy agenda in the IFIs. Managed a team of 40 civil servants and US Executive Directors appointed by the President to the IFIs. Formulated the Department of the Treasury’s $1.5 billion IFI appropriations budget process and defense before the relevant committees of Congress.

Advised Secretary of State Warren Christopher on the allocation of International Affairs budget resources in response to urgent global political, social and economic developments. Coordinated intra-departmental alignment of policy priorities with fiscal year budget planning, and served as principal drafter of the Administration’s foreign assistance justification for the Newly Independent States of the former Soviet Union, Central and Eastern Europe, and countries in transition to democracy. Also served on the Secretary of State’s Policy Planning Staff, with responsibility for African affairs and programs to support the consolidation of democracy in the developing world.

Directed NDI’s programs to promote the strengthening of democratic institutions worldwide. Managed NDI’s Washington-based program staff, as well as a network of volunteer experts to provide assistance to civic and political leaders to advance democratic values and practices. Regularly engaged senior government and political leaders in Eastern Europe, Africa and Asia to organize credible election processes, to build political parties and civic organizations, and to promote citizen participation and transparency in government. In Haiti, collaborated with former President Jimmy Carter to monitor that country’'s 1990 election process. Responsible for preparation of program funding proposals and numerous reports to the US Agency for International Development and the National Endowment for Democracy.

Served as principal liaison between senior advisors to Governor Clinton and a team of hundreds of foreign policy experts across the US. Coordinated foreign policy planning for the campaign, including major policy statements, speeches, and debate preparation. Following the 1992 election, served as executive director of the transition team at the Department of State, ensuring cooperation with the outgoing administration in the preparation of policy issue briefs and recommendations for incoming senior Department appointees. Organized and staffed the personal office of Secretary of State Christopher.
