To oversee the contracted provision of the independent provider market, ensuring delivery & securing insight, to develop the conditions for improved contribution to our priority programmes by: Extending our account management approach to our strategic providers, responsible for delivering most apprenticeship volumes, enabling consistency of oversight across our largest ITPs and HEIs focussed on their contribution to our priority programmes.Effectively using contract management levers and relationships to secure quality provision for learners and sufficient choice for employers, in support of our quality and sufficiency objectives, such as the Apprenticeship Accountability Framework.Supporting learners and employers to continue and complete programmes when ITPs fail or choose exit the market.Building effective relationships with the independent provider market to secure actionable insights on the enablers and constraints to delivery of our priority programmes.

Lead a team which supports the directorate to protect the interests of learners and ensure security of public funds allocated to institutions through:•oversight of the FE sector, identifying institutions at risk which includes colleges, Independent Training Providers, Independent Learning Providers, LAs and Higher Education Institutions where they deliver 16-18 provision or adult Further Education•implementing intervention strategies to prevent failure or ensure rapid recovery•working with colleges and other FE providers to build their capacity and capability to deliver T Levels•effective implementation of funding policy changes•working to restructure FE sector colleges so they can be financially sustainable. •developing robust contractual documentation and implementing an end to end contracting and performance management cycle to ensure effective use of budgets, with minimal risk to ESFA funds and reputation•managing the devolution of the Adult Education Budget to Mayoral Combined Authorities and GLA and monitor its impact•oversight and management of the Register of Apprenticeships Training Providers and the Register of Training Organisations, serving to manage the market entry and exit and funding of providers, and managing provider change activity to ensure continuity of training for learners and employers•selectively impacting local situations to improve skills, strengthen the provider base and dealing with economic shocks

Temporary secondment to design and implement a separate unit responsible for developing and managing the top 30 largest and most complex independent training providers in order to1. support the overall aim of the ITP strategy” to achieve high quality and financially sustainable provider base offering sufficient choice to employers and adequate provision to meet the needs of learners2. reduce the likelihood and impact of largescale provider failure so as to minimise the risk to learners, employers and public funds 3. deliver enhanced monitoring and oversight of the large and/or complex and/or high impact ITPs which deliver a high percentage of ESFA provision. 4. ensure corporate reporting provides assurance to senior leaders and ministers that appropriate risk management is in place

Lead on behalf of the Skills Funding Agency (SFA) the design, implementation and delivery of a professional and comprehensive Provider Management function so that £3bn in SFA funding is managed effectively to deliver key government priorities mitigating risks to the public purse and delivering value for money solutions. Driving provider performance and quality to deliver the 3 million apprenticeship starts, resulting in an enhanced learner and employer experience as well as promoting the reputation of the SFA. This role is responsible and accountable for the efficient operation of the Provider Management function and contributes to the responsibilities of the Business Operations Senior Management team for development of the future strategy and its implementation to achieve the SFA’s objectives and priorities.
