Assisted UNICEF staff in Pakistan and Afghanistan to refine a program theory of change and develop monitoring frameworks for an IKEA Foundation-funded regional program, focused on improving adolescent participation in local decision-making, increasing educational attainment, and reducing child marriage and adolescent pregnancy.

• Led a team of five to develop a country office program monitoring system, including new monitoring frameworks, tools, and procedures. Conceptualized an IT platform facilitating data storage, tracking of program progress against work plans, and use of monitoring findings to inform program decision-making and adapt interventions. UNICEF HQs used this conceptual framework as a framework for developing a corporate monitoring information system.• Established new protocols for prioritizing country office research and evaluations, leading to more selective, strategic research initiatives aligned with country office priorities, and improved evaluation quality; supported sectoral teams to incorporate learning from evaluations back into program design. • Coordinated early planning processes for developing UNICEF’s 2016-2020 Country Program, facilitating an analysis of the situation of children and women, and the identification of strategic program focus areas.Emergency Coordinator• Coordinated UNICEF’s emergency response (US$1.6 million) to the 2013 Ya’an Earthquake (Sichuan), working with UNICEF teams to deliver technical assistance and emergency supplies, and tracking implementation of health, water, sanitation and child protection initiatives. Over 14,500 children and parents received psycho-social support and protection services through five child-friendly spaces; more than 21,000 pregnant women and 115,000 children under-five accessed improved emergency obstetric and neonatal care after local hospital staff were provided with essential medical equipment and training; nearly 40,000 children received MMR and Hepatitis A vaccinations aided by equipment provided to restore local cold-chain and health information systems; 15 water quality testing kits were distributed enabling monitoring of water safety; and 20 new latrines were installed providing sanitation access.

• Led an external evaluation of the UN Joint Programme on Preventing & Responding to Domestic Violence in China through a Multi-sectoral Approach (commissioned by the UN Trust Fund to End of Violence against Women). Interviewed UN agencies, local implementing partners, and domestic violence survivors to assess program contributions towards: establishing a domestic violence prevention and response model in three pilot counties, improving service provider capacity, increasing women’s awareness of rights and services, and supporting anti-domestic violence legislation. Delivered an evaluation report with findings and recommendations for future gender-based violence programs.

• Led a team of eight to develop a strategic 2011-2012 Child Protection Program, aimed at shifting child protection support from a child protection approach that targets categories of children to an integrated systems-based approach that combines improvements in policy and legal framework with community-based services and support for social service uptake. • Authored book chapter, “Developing a Child Welfare and Child Protection System in China: UNICEF Support to the Government of China” (Child Protection in Chinese Societies: Challenges & Policies, edited by Ko Ling Chan, Nova Science Publishers, Inc., Hauppauge, NY, 2012). The chapter analyzed pressing social welfare and child protection issues faced by families in context of China’s fast-changing social economic development, massive internal migration, increasing inequalities and demographic shifts; it also reviewed UNICEF’s support to China as the Government initiated its move from issues-based child protection interventions to a comprehensive systems approach to child welfare and protection.

• Led a team of six to develop and implement four projects: Children Affected by Migration, Gender Equality and Family Services, Local Plans of Action (to improve basic social services in disadvantaged rural areas), and China’s National Plan of Action (NPA) for Children. Assisted municipal governments to register over 200,000 migrant children, enabling their access to essential public social services (health, education, housing); improved access to rural health and education services for disadvantaged children; integrated critical child rights issues into China’s 2011-2020 NPA; supported the Chinese Government to enhance its Third and Fourth Combined Periodic Report on the implementation of the Convention on the Rights of the Child; and initiated research on conditional cash transfer schemes for a new pilot program.• Coordinated UNICEF-China’s organization of an international High-Level Meeting on Cooperation for Child Rights in the Asia Pacific Region (Beijing, 2010); 28 ministerial-level delegations convened to increase south-south cooperation on key child rights issues, and ultimately adopted the Beijing Declaration for Child Rights affirming key child rights commitments and follow up actions.

• Chief Editor of WHO-China Country Cooperation Strategy 2008-2013 (Beijing, 2008): facilitated consultations with government agencies, WHO teams (at Headquarters, regional and country level), and country health partners to conceptualize and identify strategic health priorities for WHO and Government collaboration, as well as modes for effective implementation. The Strategy outlined four major program pillars endorsed by all partners: developing national health systems towards universal basic health services; achieving health-related MDGs; reducing the high burden of non-communicable diseases; and addressing emerging public health threats (e.g., infectious diseases, food and drug safety, environmental health threats).• Synthesized comments from the UN Health Theme Group (UN agencies and major donors) to the Government on its draft Health Reform Plan (2008). • Coordinated development, monitoring and documentation of WHO’s post-earthquake projects (funded by CERF, CIDA, American Chamber of Commerce) supporting recovery of health services. • Co-organized with China’s Ministry of Health, a U.K -funded International Conference on Health Responses to Natural Disasters (2009) to exchange and document lessons on health responses to disasters.
