• Monitor all City collections. Set guidelines on payment plans. Ensure revenues are received in a timely manner and manage the collection process.• Hire, train, motivate, evaluate, and supervise the performance of collection officers. Assign projects and promote a productive work environment. Administer disciplinary action in accordance with City policy and procedures. • Work with City IMS personnel in creating and tailoring financial packages to monitor, track, and report on collections data. • Determine policies and procedures on collections. Notifies and instructs appropriate City personnel of changes and conducts training as needed.• Set goals and establish procedures for other departments as it pertains to the collection process. Set and meet measurable goals for collections. Prepares reports and information for the City as requested. • Arrange for outsourcing to collection agencies as needed. • Monitor expenditures to ensure compliance with budget allocations; review handling of fines, fees and forfeitures to ensure correct reporting and disbursement; prepare periodic revenue and expenditure reports and other related accounting and financial activities. • Provide technical and analytical assistance to City Finance department.• Prepare, follow, and initiate legislative action as needed for City collections.

• Implement and maintain IFAS accounts receivable module to monitor City collections, develop procedures and processes to ensure timely collection of outstanding receivables. Track and monitor City accounts receivable balances. Work with City IMS personnel in creating and tailoring current financial packages to monitor, track, and report on collections data. • Utilize historical data and statistical modeling to project City revenues. Perform operational research, benchmark and ordinance/ legislative intent studies in order to establish fees or to audit current revenue processes.• Update and maintain cost analysis data which serves as the foundation for fee schedules and evaluate the reasonableness of analysis methodologies. Work with franchise financial officers, public utilities’ CFOs, Salt Lake County and State representatives in the application of legislation and the processes/formulas used to forecast and obtain revenue from various sources.• Serve as a revenue consultant to City departments where such expertise is needed. Conduct evaluations of current process and assist in identifying new areas of revenue or enhancement of collections of current revenue sources. • Identify the need for internal controls and proper accounting procedures in dealing with revenue sources. • Provide technical and analytical assistance to City departments in response to State legislated financial changes in departmental revenues.
