In 2011, Lisa was hired to work on urban environmental issues for former Interior Deputy Secretary David J. Hayes. She currently serves as an Advisor in the Office of Water and Science at the U.S. Department of the Interior. In this role, Pelstring is working across Interior bureaus to coordinate urban activities and lead an Administration initiative launched by EPA, the Urban Waters Federal Partnership (urbanwaters.gov)—a collaborative effort among 14 federal agencies working at the intersection of economic revitalization and environmental restoration in underserved communities.

Initiated and led the One-NOAA Anacostia Initiative. Identified and coordinated NOAA resources, expertise, and capabilities for Anacostia watershed activities among four NOAA programs. Raised and tracked internal and external funds. Developed proposals and managed three NOAA and externally funded projects on trash reduction, GIS mapping, and building stewardship. Updated internal NOAA and external audiences, coordinated, prepared for, and participated in Congressional briefings with Congressional staff and senior leadership, and helped coordinate cleanup and restoration efforts among Federal partners and local and state agencies and interest groups. Managed two part-time staff.Coordinated NOAA-wide partnership with the National Fish and Wildlife Foundation. Advised and staffed the NOAA Under Secretary, member of the NFWF Board of Directors. Provided assessments and recommendations to NFWF pertaining to NOAA/NFWF partnership and collaborating with other agency and private sector partners. Coordinated cross-NOAA input and managed development, implementation, and assessment of NOAA/NFWF strategy. Developed briefing materials and testimony for Congress. Represented NOAA in interactions with NFWF and other groups to help strengthen and promote public-private partnerships with NOAA.

Developed and managed projects relating to improving public participation in the government agency context. Worked with team of four to manage the Institute's Public Interest membership program, comprising 22 public interest groups. Identified research topics relevant to members through needs assessments; developed research and funding proposals in collaboration with member groups; and identified relevant policy and legal workshop and seminar topics.
