Leadership of Employment and Day Support, Early Intervention, and Residential Services for infants, toddlers and adults living with developmental delays, a developmental disability, or a mental illness in Loudoun County. Oversaw services delivered by over 150 staff and multiple contract providers in programs licensed by the Virginia Department of Behavioral Health and Developmental Services (DBHDS), accredited by Commission on Accreditation of Rehabilitation Facilities (CARF) CARF accredited, and Part C Infants and Toddlers with Disabilities programs. Assessed resource and budgetary needs. Developed, reviewed, prioritized, and approved budget and resource requests. Prepared, drafted, and presented County Board of Supervisor Information and Action Items. Orchestrated and implemented emergency procedures and plans to ensure ongoing service delivery. Oversaw and facilitated regulatory compliance activities related to State Licensing, Human Rights, HIPAA, Board of Pharmacy, Drug Enforcement Agency (DEA), Medicaid, private insurance and health information management activities for Department. Served as Loudoun County’s HIPAA Privacy Officer and MHSADS’ primary liaison with regulatory agencies. Supervised and conducted Human Rights, HIPAA and complaint investigations. Monitored service delivery to children, adolescents, and adults with intellectual disabilities, mental health and substance abuse issues for approximately 45 assigned providers including three community service boards and approximately 100 separate service licenses. Conducted regulatory inspections for compliance with DBHDS licensing regulations, DBHDS human rights regulations, DOJ Settlement Agreement mandates and Medicaid requirements for residential, community and in-home services. Investigate serious injury and deaths reports and complaints. Trained, consulted and advised providers regarding interpretation and implementation of applicable regulations. Reviewed and approved submitted corrective action plans and monitored their implementation. Provided placement recommendations, monitoring and provider support for individuals moving out of training centers. Collaborated with human rights advocates, adult and child protective services, community resource consultants, private and public providers, individuals receiving services and other professionals. Served as active member of Virginia ID Region Two Regional Support Team.

Oversaw residential operations to include direct care, activities of daily living and active treatment for multiple homes providing support and training to up to 32 adults with Intellectual Disabilities and behavioral challenges. Monitored compliance with facility policies, procedures and practices consistent with ICF/MR, Medicaid, Human Rights and other regulatory mandates. Supervised up to 60 residential staff including home team leaders, shift supervisors, medication technicians, mentors, direct care professionals and the home administrative assistant. Developed in-depth understanding of individuals’ preferences, personalities, needs, diagnoses and behavior patterns. Collaborated with treatment team members including medical professionals, social workers, individuals and their family members and outside agency professionals to find creative treatment strategies to address medical and behavior concerns and promote individual skill development. Ensured sound fiscal management in relevant services and personnel areas of the residential homes. Completed Supports Intensity Scale assessments. Developed policies and implemented procedures for Therapeutic Foster Care, Children’s Residential, Intensive In-Home, Outpatient and Private Day School programs including both client and personnel records for licensing, Medicaid, regulatory and funding requirements, HIPAA, and Accreditation standards and regulations. Coordinated development and licensing of Intensive In-Home and Private Day School programs. Ensured personnel, volunteer, foster parent and client files of five different programs meet all licensing, funding and National Council on Accreditation standards. Directed Performance Quality Improvement Team. Served as System Administrator for Management Information System including; supporting the corporate website, email and network configuration; as well as, software updates. Supervised and managed up to six full time Master’s level Clinical Case management staff in two agency offices providing services for 50+ emotionally and behaviorally challenged clients in over 40 foster homes across multiple Northern Virginia counties. Reviewed and approved client and foster parent clinical documentation. Submitted, reviewed and organized Medicaid documents and filing requirements. Provided back-up crisis on-call support for Case Managers handling situations where emergency interventions might be required. Interviewed and hired potential candidates; in addition to management of full-time Case Management personnel. Assigned appropriate staff to new cases after processing intake information. Directed community based and outpatient programs for approximately 95 clients by coordinating with 70+ service providers located across central North Carolina. Managed thirty plus full and part time staff including Case Managers, outpatient therapists, professional and paraprofessional mentors working in the treatment of at risk individuals. Organized new provider orientation, developed training programs, held regular staff meetings and conducted monthly supervisions for employees. Reviewed Medicaid documentation required to maintain comprehensive medical records. Coordinated with utilization board members and other agency’s staff to secure authorization for services and continuity of care for clients. Assigned appropriate staff to new cases after processing intake information. Screened, interviewed, and hired candidates for full-time, outpatient, and mentor positions.

Utilized play therapy and a variety of counseling techniques for clients with mental health diagnosis and behavioral problems. Assisted clients in the development of coping skills, regarding how to deal with past traumas and appropriately expressing emotions. Oversaw community based services for 30+ clients with 20 service providers across five counties in central North Carolina. Coordinated, planned, and managed child mental health community based services for at risk youth between the ages 3 to 18. Oversee and instruct professional and paraprofessional service providers. Monitored, organized, and processed intake information for new clients. Identified client strengths, developed treatment goals, and assigned appropriate providers to best meet client needs.
