The Manual outlines Division policy and procedures related to licensing, background investigations, and field enforcement of both medical and new retail marijuana businesses in Colorado.

SB 16-197 Statutory Working Group Report on Higher-Strength Beer Sales at Grocery and Convenience Stores and Other Regulatory Changes to the Liquor Industry in Colorado (available here). Liquor Enforcement Division. 10/2016-12/2017•Wrote the final report of the SB 16-197 Working Group, mandated by the Colorado General Assembly to make recommendations for an implementation process for grocery and convenience stores to apply for licenses to sell higher-strength beer once the upper limit on alcohol content was lifted in 2019, to analyze the impact that removing this limit would have on the alcohol beverage industry as a whole and on current retail liquor store licensees who had hitherto enjoyed an exclusive right to sell these products, and to consider other changes necessary to promote the three-tiered liquor distribution system in Colorado.•The multi-sectoral Working Group included representatives from state and local government, law enforcement, grocery and convenience stores, retail liquor stores, nonprofit organizations, and manufacturers of beer, wine, and spirits.•Attended all Working Group and sub-group meetings, followed and reviewed group discussions, tracked recommendations from group members and the level of support and dissent for each, streamlined the recommendations, and synthesized the group’s findings into a comprehensive report for the General Assembly for its use in developing legislation in the 2018 legislative session for regulating the higher-strength beer sales in Colorado starting in 2019. •The 159-page report contained 12 recommendations and 40 sub-recommendations submitted by Working Group members as well as background information on SB 16-197, information about the Working Group’s development and process, arguments and supplementary materials related to each recommendation, and supporting and dissenting comments from other Working Group members about each recommendation.

Facilitated a strategic planning process for the Hearings Division of the Colorado Department of Revenue to guide strategic change in the Division for the next three years. Duties included interviewing senior management and staff, planning and facilitating strategic planning sessions, guiding the Strategic Planning Team through the steps of the strategic planning process, attending hearings to learn the scope of work of the Division, and writing the Strategic Plan on behalf of the Division.

HB 14-1366 Marijuana Edibles Work Group Report on the Regulation of Edible Retail Marijuana Products in Colorado. Marijuana Enforcement Division. 12/2014-2/2015• Wrote the final report of the HB 14-1366 Marijuana Edibles Work Group, mandated by the Colorado General Assembly to make recommendations for the regulation of edible retail marijuana products in Colorado two years following the legalization of retail marijuana in Colorado under Amendment 64 in 2012.• The multi-sectoral Work Group included representatives from the Colorado Legislature, state and local government, law enforcement, medical providers, food manufacturers, non-profit organizations, and marijuana production, manufacturing and testing facilities.• Reviewed the group’s discussions, recommendations from individual members, and the level of support and dissent for the various recommendations.• Streamlined the recommendations and synthesized the group’s findings into a comprehensive, 171-page report for the Colorado General Assembly, for its consideration when developing legislation in the 2015 legislative session for better regulating edible retail marijuana products in Colorado.

•Advised Denver Health leadership about current health policy developments and about ongoing and planned health care reform initiatives throughout this large, integrated, safety-net health care system during a period of many challenges and rapid change in health policy at the federal and state levels. •Followed developments at the federal and state levels related to health policy, payment reform, hospital delivery system reform, and the transition to Phase II of Colorado’s Accountable Care Collaborative (ACC) Medicaid program. •Advised Denver Health leadership about its role in Phase II of the ACC program and the forthcoming Hospital Transformation Program (HTP), preparing for the forthcoming Medicaid alternative payment models (APMs) to be rolled out in Colorado, and strategies for participating in the federal Quality Payment Program (QPP) of the Medicare Access and CHIP Reauthorization Act (MACRA).•Led efforts to develop a Regional Governing Council in Denver County (Region 5) for Phase II of the ACC program.•Served as Denver Health’s representative to a hospital leadership group convened by the state Medicaid office, Health Care Policy and Financing (HCPF) to inform the HTP, and to the Colorado Community Health Network (CCHN), which represents federally Qualified Health Centers (FQHCs) in Colorado.•Developed numerous project ideas for delivery system reform throughout Denver Health to assist HCPF in planning for the HTP. •Led efforts at Denver Health to develop a screening tool and institute systematic screening for social determinants of health (SDoH) and referral to community social services providers. •Mapped the current, extensive collaborations between Denver Health and Denver County Human Services (DHS) and facilitated a process to increase collaboration, particularly related to the referral of patients for health-related social needs once SDoH screening was in place.•Assisted in further developing Denver Health’s new Center for Health Equity.

Stakeholders included public health agencies, physical and behavioral health care providers, social services agencies, and educational institutions.• Facilitated the work of a large, multi-sectoral Planning Group to plan for and establish the Alliance.• Facilitated the work of a temporary Leadership Team to create a governance structure for the new Alliance. • Assisted an internal and external Planning Group to plan for the creation of a new Center for Health Equity at Denver Health, to connect the community, medical care, and population health research capacity at Denver Health. • Wrote iterative drafts of the initial Concept Paper to share with potential funders and the more extensive Planning Document for the proposed Center, synthesizing the Group’s thinking about what it should be and do, for submission the Boards of Directors of Denver Health and the Denver Health Foundation to approve the new entity.

• Assisted Denver Health’s interdisciplinary Joint Strategy Team (JST) to write the first 5-year strategic plan for this large, integrated health care system for 2014-2018, and an update for 2015-2019. • Participated in JST meetings, Medical Operations Council (MOC) meetings, DHHA Board meetings, and coordination meetings with additional groups providing input to the plan.• Synthesized the work of the various groups contributing to the plan, summarized progress in the planning process, and wrote the final Strategic Plans.

• Facilitated the work of the Denver Access to Care Task Force, whose work contributed to the Access to Care portion of Denver’s Community Health Improvement Plan. This plan included a goal to form the Mile High Health Alliance.• Provided management support, advice, research and writing assistance to the Task Force, to develop and commence implementation of an Access to Care Action Plan to increase health insurance coverage in Denver, assess and increase the capacity of Denver’s safety net health care providers to provide care to Denver’s newly insured population under the Affordable Care Act (ACA), and enhance longer-term care coordination and health system collaboration in the city.• Concluded research projects on access to care at Denver’s safety net clinics prior to the expansion of coverage under the ACA in 2014, readiness for this expansion among enrollers and clinics, and the structure and operation of health alliances in Colorado and elsewhere. • Regularly evaluated Denver’s progress in meeting its short- and long-term goals for increasing insurance coverage among its residents.

• Wrote Denver’s Community Health Improvement Plan (CHIP), its first-ever five-year plan for improving health in the city, focusing on two priorities identified through a multi-stakeholder and community-participatory process: (1) Access to Care and (2) Healthy Eating and Active Living (HEAL). • The report was based on the collaborative efforts over more than 18 months between Denver Department of Public Health and Environment (then Denver Environmental Health), the Public Health Institute at Denver Health (then Denver Public Health), other governmental entities, and many non-governmental organizations, health care providers, and citizens in the City and County of Denver. • The report includes analyses of gaps and challenges in access to care in Denver, the problem of rising obesity in the city, best practices in HEAL, and an extensive Action Plan for improving health in the two identified priority areas in Denver.

Amendment 64 Implementation Task Force Report. Colorado Department of Revenue and Rebound Solutions. 2/2013-3/2013• Wrote the final report of the Amendment 64 Implementation Task Force, tasked by Governor Hickenlooper with finding practical and pragmatic solutions to the policy, legal, and procedural issues involved in newly regulating retail marijuana in Colorado following the passage of Amendment 64 in November 2012. • The Task Force included representatives from state and local government, the legal community, the medical profession, the marijuana industry, marijuana consumers, and Colorado’s employers and employees. • The 165-page report was submitted to the Governor, the General Assembly, and the Attorney General for use in the 2013 legislative session and strongly influenced the establishment of the first regulatory regime for retail marijuana in Colorado in 2013. • It contained details of 58 policy recommendations developed by the Task Force’s five working groups – Regulatory Framework; Local Authority and Control; Criminal Law; Consumer Safety and Social Issues; Tax, Funding and Civil Law.

• With funding from the Gates Foundation, researched and wrote a series of case studies and associated training materials highlighting the characteristics of high-performing teacher teams, for use by DPS and other U.S. school districts in training and to encourage the growth of high-performing teams.

Wrote a White Paper for the Denver Department of Environmental Health and Denver Public Health at the Denver Health and Hospital Authority on strategies, approaches, and specific policies to include in Denver's next Comprehensive Plan, to clearly indicate a preventive health focus and intent for the City and improve the health status of Denver residents. Conducted interviews with 33 important stakeholders working in Denver's health and planning departments, in the delivery of health care, substance abuse and mental health services in Denver, and in non-profit organizations active in the health promotion field. Extensively reviewed literature on current best practices for health promotion and disease prevention.

Management Learning Program• Wrote training materials to support the program, including an extended training module on Performance Management for middle and senior managers and a comprehensive general training manual for junior managers. • Edited and contributed to many of the 20 extended training modules in the two-year program, each of which was devoted to a specific area of management.• Provided management resources on a variety of topics for distribution to managers enrolled in the program.• Provided one-on-one coaching with middle and senior managers enrolled in the program while they oversaw refugee protection and assistance operations all over the world. Assessed and gave detailed feedback on their assignments from all 20 modules.• Acted as subject-matter expert and resource person for other coaches on the Performance Management, Accountability, and Client Orientation modules.• Drafted planning and promotional documents for the program.• Facilitated an interactive electronic discussion and knowledge network for all UNHCR managers in the field.
