Hired to oversee and direct planning, design, construction, and transition of Military Construction (MILCON) project for new Sensitive Compartmented Information Facility (SCIF) addition at the MRC. Also hired to oversee and implement other special projects for the STR Director to include designing Website and developing management-level documents for new organization. Managed $1.9M SCIF design and construction for customer ensuring all requirements for new Operations Control Center were met. Collaborated with users and architects to design and build new 5,255 SF facility for STR operations equipment and personnel. Coordinated with construction contractor and government oversight office to ensure all requirements were met. Coordinated SCIF accreditation package with key security offices and secured full accreditation in record time. Led transition effort to occupy new Operations Control Center to include timely transfer of Operations Floor Mission Control consoles and Operations personnel. Led project to analyze trends in Site’s customer support activities to improve Site’s operational availability. Created database to capture Site test support activities and results. Reviewed data to identify trends and presented findings and recommendations to management. Resulting data validated Site’s mission success rate. Developed white paper with recommendations to mitigate physical security shortfalls identified during Site Anti-terrorism/Force Protection inspection. Collaborated with security and facilities staff to design new Visitor Control Center and new main entrance/gate configuration; resulting facility/gates and new security processes enable the Site to better control visitor access to the Site. Updated STR overview briefings and key management documents (i.e., Concept of Operations (CONOPs), Management Plans, Systems Engineering Management Plan, Site Standards, etc.) to reflect new organizational structure, roles, and responsibilities.

Major emphasis of these activities was validation of the customer's CM processes.Led development of customer calibration requirements document for new customer system. Supported numerous technical exchanges and system Primary and Critical Design Reviews.Reviewed test plans, activity matrices, detailed positional operating concepts, operating instructions, maintenance instructions, transition plans, objective and success criteria master database, and CM plans for currency, applicability, and traceability to system-level CONOPs/CM plans

Recruited to serve as staff action officer to provide direct support to customer stand-up and management of new System Program Office (SPO) for future National Systems architectures study.  Led efforts to relocate 100+ government and contractor personnel and communications equipment during transition into new program office.  Established and facilitated customer requirements definition process for 27-member flag-level Intelligence Community (IC) forum. Drafted background papers for Director, NRO and SPO Director; coordinated all key action items with internal and external offices/organizations. Planned, organized, and facilitated bi-weekly IC action officer discussions on future system requirements. Key in drafting/editing/disseminating Operational Requirements Document (ORD) for IC members’ review. Prepared Program Office input to NRO responses to Congressional Questions for the Record. Drafted performance appraisals, job vacancy announcements, award write-ups, etc. for senior managers; key in ensuring Program Office compliance/timeliness with all required administrative actions/tasks.

Handpicked to manage Air Force linguist program to resolve linguist training, assignment and retention issues.Managed requirements definition, training, retention, utilization, and language maintenance programs for over 2,700 AF linguists. Served as AF lead on Joint Service Military Linguist Advisory Group.Managed efforts to initiate AF linguist participation at new highly sensitive operational location. Developed and staffed Concept of Operations and obtained Secretary of the AF approval for new program - led to increased demand for highly qualified linguists. Led AF efforts during one-year study chartered by Director, National Security Agency, to identify military linguist shortfalls and assignment/retention issues. Findings led to creation of new United States Signals Intelligence Directive (USSID) that better aligns linguist skills/proficiency with job requirements worldwide.

Several locations worldwide. Served in numerous, diverse positions as an Air Force cryptologic linguist; flew onboard several different models of various reconnaissance aircraft/platforms (AWACS, RIVET JOINT, SENIOR SCOUT). Deployed to Riyadh, Saudi Arabia for Operations DESERT STORM & SOUTHERN WATCH in 1991 & 1992. Managed a variety of operations offices (e.g., Weapons & Tactics, Operations Training, Airborne Operations). Conducted in-depth analysis of adversary tactics resulting in publication in Multi-Command Manual (MCM) 3-1, Threat Reference Guide and Countertactics.
