■ Ensure full compliance of HR activities with UN rules and regulations, UNDP policies, procedures and strategies; and effective implementation of the internal control.■ Management and monitoring of contracts (100 – 300 series and SC) on ATLAS – ensuring all transactions related to positions, recruitment, benefits, earning/deductions are updated.■ Management of recruitment processes of all 100 – 300 series and service contracts including drafting job descriptions, provision of input to job classification process, vacancy announcement and screening of candidates.■ Advise and counsel staff members in respect to their rights, responsibilities and entitlements – Medical Insurance plans etc.■ Advise on and follows up recommended actions of the Career Review Group and Results Competency Assessment process■ Support the Learning Manager by coordinating the Whole Office Learning Plan, and ensuring all staff have access to the Learning Management System and trained on UNDP evaluation tools such as Balanced Score Card, Programme, Policies and Operations etc.■ Provide advice to the Programme Units on UNDP procurement policies and procedures and process appropriate contract.■ Acts as Ex-Officio for all recruitment and procurement panels – Appointments and Promotions Panel, Career Review Group, Procurement and Selection, reviewing and undertaking interviews/evaluations, forwarding recommendations to the Head of the Office.■ Coordinate and manage corporate surveys – comprehensive and interim salary survey, global staff survey, DSA survey cost of living survey and other requests from HQ.■ Draft correspondence of a sensitive nature, writing special reports/evaluations and forwarding to the Head of the Office.■ Contribute to HR Network and Best Practices, advising management of new HR policies and procedures.■ Provide back up support to Operations Unit (I.T and Finance) for training in ATLAS – Project & Finance portal and MS Office
