李堂杰博士原系福建省科学技术厅党组成员、副厅长，现任福建省技术市场协会会长、兼职福州大学和福建省农林大学教授、研究生导师。1972年10月入伍，历任海军南海舰队区队长、干事，海军学院合同战术教员，海军战役学副教授、教研室副主任，硕士研究生导师，海军东海舰队某驱逐舰支队副支队长，海军指挥学院科研部副部长，衔至海军大校。先后毕业于海军学院、解放军南京外国语学院、海军指挥学院、孟加拉国防指挥与参谋学院和中国人民解放军国防大学。1992至1993年任联合国军事观察员。 1999年代表中国人民解放军出席亚太地区安全国际研讨会。完成了《战役学基础理论研究》等全军重点科研课题。多次撰写军事百科词条，合著有《海军合同战术学》、《中国人民解放军战役学》、《毛泽东军事思想与海军建设和运用研究》等书。2003年，其博士学位论文《战役学发展研究》被国家教委评为“全国优 秀博士学位论文”，受到海军通报表彰。两次荣立三等功，并荣获联合国维和勋章。Dr. Tangjie Li is the President of Fujian Technology Market Association, former Deputy Director of Science and Technology Department of Fujian Province, former Deputy Director of the Scientific Research Department of the Navy Commanding college of PLA, Senior Colonel of the Navy, and Ph.D in the field of Military Science.Joined the PLA in October, 1972, Dr. Li had served as Team Leader of the South China Sea Fleet of the Navy, staff officer, teacher of joint tactics at the Navy Institute, Associate Professor of the Science of Campaigns of the Navy, Deputy Director of the Teaching and Research Section, Tutor of Master Graduate Students, Deputy Commander of a Destroyer Flotilla of the East China Sea Fleet of the Navy.Graduated successfully from the Navy Institute, the Foreign Language Institute of the PLA in Nanjing, the Commanding Institute of the Navy and the National Defense Command and Staff College of Bangladesh and the National Defense University of the PLA, Dr.Li accomplished the Research of the Basic Theories of Campaigns, took part in the edition of The Military Encyclopaedia, and coauthored The Joint Tactics of the Navy, The Science of Campaigns of the PLA, and The Research of Mao Zedong Military Thought in the Construction and Application of the Navy. In 2003, his doctoral dissertation was appraised as “The Nation’s Distinguished Doctoral Dissertation” by the Educational Committee of the Country. As Senior Colonel, Dr. Li has won twice the third-class merit citations of the PLA and has been awarded two UN peace-keeping medals.
