Elizabeth Allen Bailey has over thirty years of experience in the public policy strategic issues management arena, combining government experience at both the state and federal level with private sector and non-profit program management experience. Ms Bailey recently became Principal of The Bailey Group LLC after nearly a decade of service as Executive Director of the Cooperative Development Foundation (CDF), the Washington, DC-based non-profit affiliate of the National Cooperative Business Association CLUSA International (NCBA CLUSA). In January 2012, NCBA CLUSA was going through major leadership changes and Ms. Bailey was asked to move to NCBA CLUSA to serve as Vice President for Public Policy and Domestic Development, an assignment that also resulted in a nine month stint as Interim CEO. Ms Bailey returned to CDF in March 2013 and resumed her full time responsibilities as Executive Director. She left CDF in October 2013 to join The Bailey Group LLC as Principal.Before joining CDF, Ms. Bailey’s public policy career included federal service (public affairs and human resource development) as a senior political appointee in the Administration of William Jefferson Clinton, as well as service in staff and management positions in the administrations of four Wisconsin governors. Her federal service was in the national security arena (Department of Defense), but her work at the state level focused on economic development and consumer affairs.Ms. Bailey’s career in state government included staff and management positions in the Administrations of four Wisconsin governors. Appointment in 1986 as Director of the Wisconsin Federal-State Relations Office in Washington, D.C. was the culmination of almost a decade of state level public service which included tenures as Associate Director of the Wisconsin Office of the Upper Great Lakes Regional Commission and Deputy Director of the Governor’s Council for Consumer Affairs.
