Provide transformational and transactional leadership to youth participants seeking training and on-the-job experience to enter the workforce. Develop successful relationships within the community for maximum impact on youth and young adults. Responsible for assuring the Head Start program mandates and standards for excellence are met on a daily basis within the 4 county service area. Provide, conduct and support staff professional development. Ensure high quality processes are in place as set by the TN Quality Rating Improvement System. Work with the Regional Office to ensure provisions of high quality, responsive and coordinated services and resolve issues. Manage fiscal, legal, and programmatic aspects of the program. Assure that the program is strategically positioned for the future. Maintain compliance with all funding source mandates, all applicable laws and regulations, and assure that standards exist which exceed the minimum requirement are being met. Create and maintain community partnerships.

Utilizes and maintains reliability of all Environment Rating Scales by observing and assessing classroom standards for state licensing. Field assessments include child behavior, language skills, staff interaction, age-appropriate learning materials, class curriculum, facility (safety, maintenance, and environment), staffing (ratios, education, and management). Observes and records early childhood classrooms using age-appropriate Early Conduct Interview techniques. Completes a written summary of observations, utilizing quality assurance measures insuring correctness prior to state submission, and conducts monthly audits to maintain compliance. Performs 12 evaluations per month in the mid-Tennessee area and can be called to prepare and testify in legal hearings.
