As an analyst, Liz performed research and analyzed findings to synthesize portions of key deliverables. She worked on evaluations spanning multiple sectors, including energy. For the Public-Private Investment Advisory Fund (PPIAF), she researched and evaluated the performance of more than 50 activities that aimed to attract private-sector participation in the energy, transport, water, and digital sectors through technical assistance and knowledge generation. She also evaluated activities aiming to strengthen the financial management capacity and creditworthiness of municipalities. For the Asian Development Bank and the Green Climate Fund Renewable Energy Investment Program, Liz reviewed Program documents and extracted relevant indicators, developed questions, and researched national energy and climate policies and sector plans for target countries for a mid-term evaluation. Finally, Liz also conducted research on cogeneration and district heating as part of USAID’s Energy Security Project in Ukraine. She researched and analyzed data on the capacity and output of combined heat and power plants, number of district heating customers, fuel mix, cogeneration cost allocation methodologies, and additional support schemes for Ukraine and 12 case study countries.
