Liz is currently a Manager at DHInfrastructure, an economic and financial consulting firm specializing in providing consultation for the implementation, regulation, and evaluation of infrastructure projects within the United States and in developing countries. She works on a variety of projects including project and program evaluations, regulatory support, and knowledge development in the water and energy sectors. Her recent experience includes a study on the cost of renewable energy in the Pacific and a broad examination of energy efficiency in the delivery of water services in Eastern Europe and Central Asia.

As a Senior Analyst, Liz conducted research and data analysis and contributed to the creation of reports and other deliverables for clients, including the World Bank, USAID, ADB, and the public. She built upon her evaluation experience, supporting evaluations of World Bank trust funds including PPIAF, GWSP, and ESMAP. For PPIAF, Liz evaluated the outcomes of 25 projects, including managing a team of researchers, conducting interviews with task team members, and identifying patterns of success or failure and lessons learned to inform future PPIAF work. For GWSP and ESMAP, she conducted a mixed-methods evaluation and answered evaluation questions under the OECD-DAC criteria of relevance, effectiveness, efficiency, impact, coherence, and sustainability. For ESMAP, she managed country case study visits to Rwanda, India, and Nigeria. Liz also supported the development of electricity regulation in the Pacific. She provided capacity building to the regulator of Vanuatu and supported the development of the Office of the Pacific Energy Regulators Alliance. Finally, Liz conducted various analyses for a World Bank report identifying and assessing technologies for sustainable heat supply in Eastern Europe and Central Asia. She developed visualizations that were included in the final report.

As an analyst, Liz performed research and analyzed findings to synthesize portions of key deliverables. She worked on evaluations spanning multiple sectors, including energy. For the Public-Private Investment Advisory Fund (PPIAF), she researched and evaluated the performance of more than 50 activities that aimed to attract private-sector participation in the energy, transport, water, and digital sectors through technical assistance and knowledge generation. She also evaluated activities aiming to strengthen the financial management capacity and creditworthiness of municipalities. For the Asian Development Bank and the Green Climate Fund Renewable Energy Investment Program, Liz reviewed Program documents and extracted relevant indicators, developed questions, and researched national energy and climate policies and sector plans for target countries for a mid-term evaluation. Finally, Liz also conducted research on cogeneration and district heating as part of USAID’s Energy Security Project in Ukraine. She researched and analyzed data on the capacity and output of combined heat and power plants, number of district heating customers, fuel mix, cogeneration cost allocation methodologies, and additional support schemes for Ukraine and 12 case study countries.

Conducted research with Professor Daniel Maliniak in the Government Department at William & Mary. Assisted in research on the Republic of Georgia and democratic reforms since the Rose Revolution including gathering sources on former Georgian President Mikheil Saakashvili and conducting topic modeling analysis on speeches. Co-author of an evaluation of a USAID-funded e-petition platform project which included analysis using natural language processing methods.

Skills gained include: effective oral and written communication, motivation, delegation, project management, feedback, values clarification, and ethics in leadership

Selected for the Data Science for the Public Good Young Scholars Program at the University of Virginia in March 2020. Through the program, received training and gained skills in R, Python, and Git and worked on projects related to federally-funded research and development trends and creating a framework for evaluating job performance.
