As a Vice President at Van Scoyoc Associates, Dr. Gilbert strives to help universities, companies, and organizations interested in research, development, and competitiveness in fields such as basic and applied science, energy, cybersecurity, and information technology.Her principal clients are colleges and universities, coalitions of academic institutions and technology companies. She has helped develop and draft authorization and appropriations proposals, prepared policy papers, positioned witnesses to testify before Congress, and developed strategic plans for universities. She has also facilitated interactions with Executive Branch departments and agencies, and helped to increase the visibility of several higher education clients in Washington.

Dr. Gilbert served as Staff Director and Counsel of the House of Representatives’ Science, Space, and Technology Committee, the primary committee for overseeing non-defense research and development as well as civil aerospace. In this role Dr. Gilbert played a central role in developing and implementing the Committee's agenda and set legislative priorities with an emphasis on aerospace, energy, cybersecurity, and innovation and competitiveness. She worked closely with senior staff and Members of Congress on such important legislation as the NASA Reauthorization Acts of 2008 and 2010 and the America COMPETES Reauthorization Acts of 2007 and 2010, and the Energy Independence and Security Act of 2007.As the Staff Director, Dr. Gilbert managed a Majority staff of 47 and an annual committee budget of $6.68 million, coordinated committee activities and strategies with the Committee Chairman, Members, Senate offices, and participated in weekly staff directors' meetings with House and Senate Leadership staff. The Committee's legislative and oversight jurisdiction included programs at NASA, NSF, NOAA, NIST, Department of Energy, Department of Homeland Security, EPA, and the Department of Transportation.
