My practice focuses on international law and global business issues with an emphasis on international trade and investment transactions and disputes. With a foreign service background in trade and economic law, these are areas I have been involved in for more than 40 years, both inside government and in the private sector. I advise both the private-sector and governments on a range of foreign investment matters, World Trade Organization (WTO) and regional and bilateral trade issues, including trade remedy litigation, export controls and economic sanctions. I was the Director of Trade and Investment Rules for the World Energy Council, London, UK, from 2007-2011 and continue to advise them on international energy issues.I appear regularly as counsel at the Canadian International Trade Tribunal (CITT), in appeal panels under the NAFTA as well as in the Canadian courts. As part of my advisory work, I have briefed Canadian parliamentarians at House of Commons trade committee hearings.I was appointed by Order in Council to the binational panel roster under Chapter 10 of the Canada-US-Mexico Agreement (CUSMA) in 2020, continuing an appointment I held under the NAFTA.As well as as trade and investment matters, I have advised both the Canadian and foreign governments on maritime boundary issues and disputes over offshore resource ownership.In addition to my continuing practice of trade and investment law and policy, I am on the National Policy Council of the C.D. Howe Institute in Toronto (having been a Senior Fellow there since 2011). As well, I'm a Fellow of the Canadian Global Affairs Institute. I am also the Chair of the CITT Advisory Committee, giving outside advice to the Tribunal on trade remedy matters under its statutory authority.
