Provides overall direction and management for NCS programs and services including Early Childhood Programs and Services; Inclusive Support Services; Access and Economic Mobility; Inclusive Engagement and Targeted Intervention; Culture, Recreation and Community Connections; and Human Services Cross-Systems Support.NCS promotes the wellbeing of individuals, families, and communities by providing a variety of recreation, educational and developmental programs and services; by facilitating community engagement to identify areas of need and enhance countywide capacity for serving those needs; and by connecting residents with a continuum of county- and community-based resources that promote equity and create positive outcomes for people of all ages and abilities.

Provides leadership and strategic direction through planning, managing and directing administrative, managerial, and supervisory work. Develops, administers and monitors regional operating budget; conducts fiscal/economic impact studies and cost/benefit analysis to prepare budget projections; monitors revenues for events, programs and facilities; reviews and proposes fee structures for programs and facilities. Facilitates the integration and coordination of interdepartmental human service operations and activities, to maximize the effectiveness and efficiency between human service agencies. Manages 9 decentralized programming sites and the regional collocated human service center, and develops and implements operating methods and procedures designed to eliminate customer service problems, as well as to improve service quality and productivity.

Served as project manager for key system-wide initiatives. Cultivated organizational and community communication through engagement, collaboration, and outreach. Contributed to, monitored, and provided input into contracts that impact community change efforts. Provided technical assistant to community-based organizations in county evidence-based prevention programs. Analyzed community leadership development needs and supported leadership capacity building. Oversaw, led, and participated in processes designed to ensure that constituents are successfully identified and enrolled as participants in county human service programs.
