• Lead for all company Resource Decision and Acquisition Support (RDAS) Body of Work (BOW) efforts supporting the National Geospatial-Intelligence Agency (NGA).• Led systems engineering teams in technical and security requirements gathering and documentation for two major NGA IT service acquisition contracts valued at more than $880 million.Selected Accomplishments:• Gathered and documented network technical and security requirements, authored eight pre-acquisition documents and maintained quality control over 14 pre-acquisition documents supporting the $330 million NGA Information Technology Enterprise Managed Services (ITEMS) Transport Services (TS) acquisition. • Served as key Technical Advisor to the ITEMS Transport Services source selection technical evaluation panel.• Leveraged previous experience and inclusive leadership style to encourage inclusion of Cyber Security requirements to the ITEMS Enterprise Management acquisition, saving millions in financial and personnel resources by avoiding multiple acquisitions and duplicative program management overhead.• Led ITEMS Enterprise Management/Cyber Security Services (EM/CSS) pre-acquisition activities, providing overall program oversight, advising on and gathering cyber security technical and personnel requirements, authoring 12 documents, providing quality control over 32 documents, and providing senior-level briefing support for the $550 million NGA EM/CSS acquisition.

• Led 100-person division consisting of military, civilians, and contractors responsible for worldwide Air Force network security and optimization assessments.• Oversaw one-of-a-kind Air Force-wide rapid reaction capability (10 teams) to respond to network failures at any Air Force location worldwide.• Managed 8 traveling teams responsible for assessing compliance of cryptographic security programs at 303 diverse locations.Selected Accomplishments• Championed and negotiated $73 million support contract to consolidate 8 separate network operating centers and increasing user support capacity from 3,000 to 7,200 users. • Optimized worldwide assessment travel schedule to save 3,900 work hours annually.• Identified over 800 network devices, including servers, switches, routers, and workstations, beyond warranty and proactively championed $1.3 million purchase to replace devices to maintain continuity of operations. • Directed network assessments for 30 locations; discovered and corrected over 10,000 network vulnerabilities ensuring protection of sensitive company information from attack.
