In the Private sector, Carlos has spent over 20 years with the PanAmerican group of companies full service real estate developmentand investment firms in Miami. He has expertise in all aspects of realestate development including land economics, development ofcommercial, industrial, and retail projects, acquisition of investmentgrade properties, as well as management. Additionally, He hasextensive experience in Planning, Zoning and Comprehensivemaster plan processes. Public Sector experience most recently includes service as the 19thLieutenant Governor of State of Florida (2014-2019). His career inelected office began in 2004 when he was elected to served as amember of the Florida House of Representatives. Over the course ofhis 8-year term in the Legislature, Carlos served as the MajorityLeader, Majority Whip, chairman of the Committee on BusinessRegulation and chairman of the Government AffairsCommittee. In 2012, Carlos was elected Property Appraiser of Miami-Dade County, the executive charged with the administration of a 350employee organization responsible for the valuation of over 1 Millionproperties in Miami-Dade County. Since 2017, he has also served asStatewide Chairman of the Federal Judicial Nominating Commission. Hewas named to this position by Senator Marco Rubio to act as Chairmanover the Northern, Middle and Southern Districts of Florida. During histenure the commissions have recommended an unprecedented 20candidates for nomination to the Federal Bench.
