➢ Responsible for shaping the meritocratic system for the Executive Power of the Ecuadorian Government, encompassing the selection process of 400,000+ public officials nationwide ➢ Managed a budget of $3.4 million, that included an executive team of eight national directors: Human Resources, Communication, Planning, Finance, Legal, Research, Capacity Building, and Audit & Validation, plus two Executive Advisors, a General Coordinator, and 90+ staff members ➢ Successfully implemented strategic government projects such as: Head Hunting Unit for Top Government Officials, Future Government Official Seeds Program, National Magnet Program to Repatriate Top Ecuadorian Talent Abroad, and multiple MOUs with the country leading universities and government agencies ➢ Implemented a powerful Technical Assessment Tool and developed a Psychometric Test for the meritocratic employee selection program that saved more than 3 million dollars annually for more than 60 government agencies and institutes around the country

➢ In charge of the coordination of the Ministry of Education with more than 200,000 employees➢ Responsible for the assessment of all educational programs K3 to K12 in the country, including the implementation of Initial Education a comprehensive national strategy to educate children from three to five years old nationwide, and the emblematic Millennium Educational Program which implemented state of the art educational facilities to replace 27,000 deteriorating educational buildings in the country➢ Collaborated on the drafting of educational public policy, the certification of 500+ secondary educational facilities with the International Baccalaureate Program, the implementation of accelerated educational programs for nearly 400,000 Ecuadorians that were severely lagging on educational attainment, among many other initiatives.➢ National Advocate of Education as one of the most powerful social equalizers

➢ Became the first Director of Research in the history of the consortium➢ Responsible for the drafting of the biannual Economic Impact Report for Higher Education for the State of New Hampshire➢ Elaborated the annual Economic Forecast Report for the 27-member higher education institution consortium➢ Fundraised resources for the Access New Hampshire Initiative and Project ARC (Access, Retention and Completion), Funds came from corporations, foundations, the State of New Hampshire and the Federal Government, ranging from $5,000 to the largest grant awarded of $1.2 million ➢ Drafted several paper reports for the legislature in support of higher education funding➢ Successfully organized 4 annual Statewide Access Conventions for Higher Education for underrepresented students➢ Coordinated more than 30+ college fairs in the State and organized the Annual Latino Summit ➢ Developed a Higher Education IDA Program (Individual Development Account) several US studies cited and used this program as a model for other higher education projects➢ Collaborated with the US Department of Commerce and The New Hampshire Department of Resources and Economic Development (DRED) in multiple initiatives to promote higher education abroad ➢ Recognized speaker on social justice and access to educational opportunities for underrepresented populations, presented at local, regional and national forums.
