About Lorena Rivera León

Lorena has extensive experience working as researcher, policy analyst and consultant in the field of research and innovation policy. She has worked for international organizations including various European Commission DGs, UNESCO, the OECD and the Inter-American Development Bank. Since June 2017, she is an Economist at the World Intellectual Property Organization (WIPO), Department for Economics and Data Analytics, Composite Indicators Research Section. Since 2021, Lorena is a co-editor of the Global Innovation Index (GII) and acts as Lead Researcher of the GII, including the review of data, the construction and the development of the analytical model and the undertaking of related data computations. She also formulates country-specific innovation policy recommendations and participates in related country missions and dissemination events following the GII annual rankings. Prior to joining WIPO, she worked as a Senior Consultant in Technopolis Group for 8 years. Lorena was the team leader in the design and development of the Regional Ecosystems Scoreboard of the European Cluster Observatory. She is also the main author of special chapters of the use of EU funding in regions in the Regional Innovation Scoreboard 2012 and 2014. As a researcher, Lorena has worked and published her findings in peer reviewed journals in the field of the economics of science. She has developed an econometric framework to understand gender productivity gaps in science; and proposed alternative bibliometric indicators to measure the impact of the international mobility of researchers.

Since June 2017, I am an Economist and Program Officer at the Composite Indicators Research Section, Department for Economics and Data Analytics of the World Intellectual Property Organization (WIPO) in Geneva. I am a co-editor of the Global Innovation Index (GII) and act as Lead Researcher of the index, including the review of data, the construction and the development of the analytical model and the undertaking of related data computations. I am also in charge of formulating country-specific innovation policy recommendations and participate in related country missions and dissemination events following the GII annual rankings. The GII is the premier reference on innovation and a valuable benchmarking tool for policymakers, business leaders and other stakeholders. Published by WIPO, the report provides an annual ranking of the innovation capabilities and performance of economies around the world.
