Lead preconstruction efforts for North America including:- New market analysis - RFP & engagement process for Design & Construction- Contract negotiations- Due Diligence- Design management- Escalation tracking/analysis- New product analysis

Manage all preconstruction, budgeting/estimating for the North-East region (Virginia through Boston) of the country for new development and construction projects. Coordinates between the development, design, and construction groups throughout the front end life cycle, following up through construction as required.

Responsible for leading the estimating and preconstruction services for AvalonBay in the North East Region (markets: NJ, NY, CT, MA). We provide pricing and plan review guidance to our development group through completion of CD drawings. Our group is responsible for providing over 150 estimates and annual dollar volume in excess of $ 9 Billion for multifamily and mixed use projects across the US, with approximately half of volume in the North East.

Responsible for assisting in the strategic capital planning, estimating and scope management of the entire 120+ property portfolio, both domestically and internationally.- Develop and refine databases and web-based tools to support strategic capital planning efforts, project management, and budgeting/estimating efforts.- Coordinate the compilation and validation of the 10 year Capital Expenditure (CapEx) Plans.- Validate project schedules, estimates and scopes for CapEx projects.- Support the ROI process.- Compare and analyze construction costs and trends.- Assist in the acquisition of new properties.

Second in charge of supervising the business aspects of a construction project. This involves overseeing contract activities on a particular jobsite, such as communication with the owner and architect, submittals, procurement, budgeting and schedule.· Budgeted over $500 million dollars worth of commercial construction projects in two months. Projects ranging from renovations, residential buildings, mixed-use projects, to Class ‘A’ Office Buildings.· Led a team of 10 construction personnel in the successful turnover of all condominium units in a 12-story residential project in Downtown Washington, D.C.· Coordinated and scheduled all finishing trades for 60 high-end condominium units in Arlington, VA.· Estimated skin trades (precast concrete, brick, glazing, etc.) and finishing trades on three high-rise, residential projects. Coordinated the bidding process for trades with contract amounts of approximately $5 million dollars.· LEED AP

·Re-established a baseline budget for the Operations and Maintenance for all West Coast SEAL teams and support organizations in direct support of the Global War on Terrorism. Daily coordination between various departments and offices to collect, validate, and forecast budgeting data for FY ’08. Also assigned as the Public Affairs Officer to coordinate and execute VIP visits and other public affairs issues. ·Collected and created $70 million budgeting proposal to train, equip, and maintain West Coast SEAL Teams.·Coordinated efforts of over 20 Naval officer/enlisted personnel, government contractors and civilians representing 10 different organizations in the revised baseline budget effort, that resulted in a complete budget supporting both peacetime and wartime operations.·Orchestrated a successful visit by the Deputy Assistant Secretary of the Navy resulting in his better understanding of the capabilities that Naval Special Warfare can provide for the Global War on Terrorism.

·Led over 100 SEAL candidates through six months of arduous training in the Basic Underwater Demolition School (BUD/s). Responsible for leading the class through training, maintaining personal standards of fitness and organization, and creating SEALs in support of the Global War on Terrorism.

·Supervisor and advisor on Mine Warfare related issues for SAIPAN Expeditiary Strike Group (ESG). Responsible for training, planning and execution of Mine Warfare operations.·Lead Staff Tactical Watch Officer for an ESG deployment to Haiti. Oversaw a dynamic plan to move a Naval Construction Battalion, Army Military Police Battalion and over 1200 tons of equipment ashore in Haiti Humanitarian relief efforts.·Vital member in developing current doctrine and establish the first ever Submarine Advisory Team (SAT) for an ESG on the east coast, to control, task, and provide water space de-confliction for the assigned submarine.

·Created a Force Protection division from the ground up and was responsible for obtaining certification in all Anti-terrorism and Force Protection matters.·Directed the training and qualifying of over three hundred and fifty personnel for various watch stations, weapons and assignments.·Coordinated training for over three hundred individuals in: Anti-terror/Force Protection, Seamanship and Navigation and Integrated Training resulting in one hundred percent qualifications in pre-deployment workups.

·Led over twenty five sailors in one of the ship’s largest divisions and was responsible for the preservation of the ship’s exterior, small boat and flight operations, and all underway replenishments.·Qualified Surface Warfare Officer (SWO) 6 months ahead of schedule. The only one of fifteen junior officers to qualify SWO, Officer of the Deck (OOD) and Engineering Officer of the Watch (EOOW).·Supervised underway replenishments, during a six month deployment, with seven oilers, utilizing three stations simultaneously, receiving over 2.5 million gallons of fuel and 150 pallets of ammunition, food and supplies without a single injury or accident.·Spearheaded the embarkation of over 200 Marines, by small boat, to over thirteen merchant vessels to ensure the safe passage of combat logistics through the Strait of Gibraltar in direct support of Operation Iraqi Freedom

·Managed six personnel in the maintenance and repair of the ship’s service electrical distribution system.·Proved technical proficiency by qualifying as an Engineering Officer Of the Watch four months ahead of schedule.·Directed 8 personnel in the operation and casualty control of an engineering plant worth $50 million, consisting of: four gas-turbine engines, three gas-turbine generators, two main reduction gears, two shafts and propellers and the associated lube oil and fuel oil systems.·Improved the Electrical Safety Program resulting in a drop of 40% in electrical safety violations for the shipboard electrical distribution system.
