I turn ideas into action managing a construction loan program dedicated to expanding and rehabilitating affordable housing in the City of St. Louis. As one of the first staff hired by the Affordable Housing Commission, one of my first roles was to design the loan program and asset management system. Since then, I have administered over 120 loans creating more than 2,000 affordable homes. I also oversee and manage the $37 million loan portfolio.Whether it’s running a loan program or designing the compliance process, agency policies, or financial controls, I am known for my ability to turn chaos into order. While I was hired for my financial and analytical skills, I am also known for my writing skills. I am the primary writer for the agency’s annual report, press releases, and other publicly distributed materials. One of the initiatives that I recently led was to make homes more affordable by paving the way for developers to improve their energy-efficiency. I used the strength of the Trust Fund to compel developers to apply for state-sponsored energy-efficiency incentives. To accomplish this goal, I forged partnerships with area utilities seeking buy-in, agreement, and coordination with the Commission’s requirement that loan recipients seek utility company energy-efficiency incentives. This initiative is becoming a model for other community loan programs. Developers are saving money on energy-efficiency upgrades, people on fixed incomes are saving on lower utility bills, and energy-efficient systems reduce the demand on the local energy grid.Today, the highly visible Affordable Housing Trust Fund is respected by developers, area lenders, the public, and the city’s leaders. With this reputation, it is no surprise that the agency (and I) have been selected to administer American Rescue Plan dollars flowing into the City. For me it all comes down to the basics.
