Concurrently conducting research in affiliation with Keio University's Center of Governance of Civil Society and also writing my doctoral dissertation on the opportunities for public policy innovation through public-private partnerships.

Dubai, Uae

Recruited as the first Vice President for Corporate Responsibility within Dubai Holding’s member companies, and a “Top 50” position at Tatweer. As Vice President, charged with defining strategies and driving implementation of corporate responsibility throughout Tatweer, both at the corporate level and in the seven constituent entities, with particular emphasis on environmental sustainability, management of overseas contract labor, and corporate governance. Position was eliminated in a January 2009 redundancy exercise in which Tatweer reduced its workforce by more than 25%.

Singapore

Responsible for Microsoft’s community affairs strategies, programs and projects throughout Asia Pacific, Greater China, India and Japan including management of competitive grants programs, disaster relief grants, software donations and awards programs. Assisted subsidiary offices develop programs which drove increases in Microsoft’s overall citizenship metrics. Launched signature initiative on NGO capacity building now adopted as global program. Developed globally-recognized program on “technology and labor mobility” which was also integrated with revenue divisions in the corporation. Identified and developed partnerships with regional and international organizations, including major alliances in Sri Lanka and Vietnam. Represented the corporation in regional philanthropic organizations, development forums and issue-related events

Manila, Philippines

Represented the United States as a member of the Board of Directors of The Asian Development Bank (ADB), a multilateral development finance institution working to increase economic growth and reduce poverty in more than 40 Asian and Pacific countries. In conjunction with US Department of the Treasury, evaluated loans and technical assistance proposals, and formulated US policy positions on matters before the Bank, with special responsibility for issues relating to NGOs, environment, development effectiveness and evaluation. Member of the Development Effectiveness Committee and the Professional Women’s Council.

Washington, D.C.

Responsible for US development assistance policy and programs in more than thirty countries in the Middle East, South Asia, East Asia and the Pacific. Supervised a workforce of over 1,160 Americans and foreign nationals in Washington, DC and abroad. Formulated, defended and managed a budget of $2.9 billion dollars annually. Led US Government delegation for donor Consultative Group meetings in the region. Formally nominated by the President in May, 2001; confirmed by the US Senate July 12, 2001.

Tokyo, Japan And Arlington, Va

Responsible for developing and coordinating TNC’s relationship with both public and private sector in Japan. Work included daily contact and negotiation with top officials of the Japanese government and corporate CEOs; substantial public speaking; training of Japanese interns; and strategic planning of conservation policy and finance initiatives. Accomplishments included demonstrable advances in US-Japan aid collaboration, and positioning of TNC as the leading environmental non-governmental organization (NGO) recipient of Japanese corporate and foreign assistance with over $40 million raised for TNC and its local partners.

Tokyo, Japan

Designed and taught courses on NGO management and NGO roles in international development, the first such for-credit courses in Japan. Position held concurrent with TNC assignment.

Honolulu, Hi

Responsible for all phases of home office corporate management, including negotiations with funding organizations and supervision of consultants on overseas projects in Fiji, Bangladesh, Nepal and Indonesia. Developed systems to improve management of personnel and finances.

Positions at USAID included:• Coordinator, US-Japan aid project (1989-90)• Senior Advisor, Bureau for Asia and Near East (1987-89)• Special Assistant, Bureau for Food for Peace and Voluntary Assistance (1983-87)Responsibilities in each assignment included strategic planning; program design and evaluation; project implementation; inter-agency and international coordination; and personnel management. Authored or co-authored six major technical papers, and over 150 speeches, testimonies, and articles. Substantial time spent overseas to fulfill duties.
