The Incubation Program requirement was to have the proof of concept ready within 3 months, a functioning solution ready within 6 months and a fully functioning customer service kiosk and solution with an Authority to Operate (ATO) for the first 3 locations completed within the first year. The Incubation Program goal was successfully achieved.Directed a large (255 members) team of diverse resources (local, mobile and virtual) in the Design, Development and Implementation of the Department of the Army's seminal system to provide Soldiers a digitized copy of their record, while meeting the inter-operability requirements of the Veteran's Administration Records Management Center and the National Personnel Records Center.
