U.S. Cyber Command unifies the direction of cyberspace operations, strengthens Department of Defense cyberspace capabilities, and integrates and bolsters DoD’s cyber expertise. I was responsible for legislative team’s engagement strategy with Congress and serving as a liaison and resource on the behalf of U.S. Cyber Command. I was tasked with providing legislative research, writing, advice, and other support to the Director for Legislative Affairs, C-suite leaders, and the other legislative offices under the Office of Secretary of Defense for Legislative Affairs. Leveraging existing and developing new relationship with members of Congress to support the Commander of U.S. Cyber Command’s mission priorities is a key element of success in this role. The Marine Corps Office of Legislative Affairs facilitates a shared understanding between the Marine Corps and Congress to ensure support for the Marine Corps CEO’s legislative priorities to maintain the organization’s role as the nation’s primer force in readiness. I was responsible for all the orientation program’s administrative processes and results as well as relationships with other federal government agencies in the National Capital Region. I was tasked to develop relationships and coordinate meetings with White House staff and department managers from the Department of Veteran’s Affairs, veteran service organizations, the Congressional Research Service, and defense industry companies. Familiarity with office technologies, being organized and proactive, meeting deadlines, and communicating effectively was invaluable. In addition to management tasks, a significant part of my role was to offer more efficient ways to run the program. The Director of Legislative Affairs implemented 90% of my recommendations.

I was responsible for a dispersed team of five ethnographic researchers that conducted field research in urban and rural communities across 8 different countries in Eastern Europe. This included a diplomatic role in developing positive working relationships with senior foreign military leaders, local community leaders, and liaison with U.S. embassies in each respective country. Cultural intelligence and interpersonal communication were invaluable.

Responsible for our team of qualitative researchers in phenomenological, narrative inquiry, and case study methodologies on topics of foreign military leadership and development.

Central America

Responsible for the first multidiscipline team of researchers in 20 years to conduct ethnographic research among indigenous communities in Honduras and rural communities throughout the Northern Triangle countries of Central America, including Belize. The ability to design and develop research projects for four dispersed teams was critical to this assignment. My team and I worked amid the region’s prominent transnational criminal organizations, particularly drug trafficking organizations. I facilitated safe working conditions for my team and other DoD personnel through proactive communication and engagement with local and community leaders, senior foreign military and law enforcement, and the U.S. embassy. Bi-lingual skills, cultural intelligence, and adaptability were invaluable.

The Defense Attaché System is an arm of the Defense Intelligence Agency tasked with representing the United States in defense and military related matters with foreign governments around the world. I was responsible for the Defense Attaché Office’s policy management and implementation, acquisitions, budget management, and results in defense publication and reporting. In this diplomatic role, I liaised with leaders from the Jamaican Defense Force and the Cayman Islands Regiment. My connection to the Caribbean as a Haitian immigrant, cultural intelligence, and team-oriented philosophy were invaluable. In addition to my professional duties, I partnered with the Charles Hyatt Foundation. I volunteered as a mentor and motivational speaker at a boy’s orphanage in Kingston, Jamaica.

The 1st Marine Expeditionary Force Information Group is the Marine Corp’s leading organization on the Pacific coast of the United States in making sense of how human beings use information to influence the direction and outcome of a national security related conflict. Responsible for conducting a 6-month social science research project in Now Zad, Helmand Province, Afghanistan that developed an understanding of living and cultural practices, behaviors, and elusive trends of local nationals, Taliban fighters, local government leaders, service-oriented professionals, and the female population. The results of this project were beneficial to DoD clients. It helped DoD stakeholders adapt new strategies to fast-changing security environments. Grit, adaptability, curiosity, linguistic abilities, cultural intelligence, and interpersonal communication were invaluable.
