My most recent primary areas of concentration involved appropriations law, property law matters and environmental law issues. Earlier in my career, I also dealt with EEO issues, Federal Tort Claims Act claims and Freedom of Information Act matters. In the late 1970s, I accepted a nine month detail to assist in the establishment of a new OGC division (this division subsequently left OGC to became the office of the legal advisor to the Inspector General) to provide legal services to HHS' newly established, first statutorily established Office of the Inspector General. During my tenure at HHS/OGC, I served for more than three years as acting chief of the business branch of what is now the General Law Division of OGC. Among the subject areas dealt with by that branch were procurement and appropriations law matters. My duties included supervising and evaluating the legal work of as many as nine attorneys. While working at HHS/OGC, I also served for almost four years as a union representative on the joint HHS, Office of the Secretary/NTEU bargaining unit health and safety committee, two of those years as chairman of that joint committee, where, among other accomplishments, we negotiated and finalized a collective bargaining agreement on asbestos abatement for the Wilbur Cohen Building in Washington, D.C.

Most of my work involved handling criminal misdemeanors, including trials, labor union related matters, civil actions and torts.

My assignments included working in neighborhood offices, the public defender's office and the prisoner assistance project. I worked half time during two school years and full time during two summer breaks.
