Responsible for performing acquisition life cycle contract management for the Department of Defense and Foreign Military Sales weapon systems programs, spares, supplies and services across the Middle East and Africa including fighters, helicopters, Abrams tank, mine detector, specialty vehicles and ammunition programs and managing the Department of Defense’s (DoD) largest Foreign Military Sales program in U.S. history. Primary Agency interface for U.S. Embassy officials, U.S. Defense Security Cooperation engagement and coalition partner senior military officials. Supports U.S. National Security and regional stability by providing strategic contract planning and oversight for current and emerging Foreign Military Sales cases.

Provided senior level business and operations advice to the Director to assist in leading a 480 person contracting workforce executing Hanscom Air Force Base $27 billion portfolio. Supported senior military acquisition oversight for contracting actions covering over 300 Acquisition Programs supporting three Air Force Program Executives; Battle Management, Command Control Communication Intelligence and Networks, and Nuclear Command Control and Communication Program Offices as well as multiple Federally-funded research and development centers. Functions as one of Hanscom’s Competition Advocates and is the alternate contract clearance approval authority up to $1B for competitive acquisitions.

Provided senior level business and operations advice to the director to assist in leading and executing the organization’s $10.2 billion mission as a direct reporting unit for all contracting actions, activities and programs supporting Headquarters U.S. Air Force, Secretary of the Air Force, and 25 additional major Air Force activities in the National Capital Region. Advised the head of contracting activity for the Air Expeditionary Wing contingency Joint Task Force for civil support, national special security events, ceremonial events, emergency and natural disaster response in the National Capital Region.

Commanded a unit of over 100 military and civilian members. Responsible for providing leadership, training, and morale and welfare of assigned personnel. Responsible for contract management, engineering performance, quality and customer satisfaction for all military service projects. Reviewed and provided senior review for teams in delivery management, supplier quality assurance, engineering performance metrics and contractor financing and payments. Directed multifunctional execution of over 400 weapons systems contracts valued at over $34 billion, representing buying offices of the Air Force, Army, Navy, NASA, and other Government agencies and provided oversight to 32 Acquisition Category qualified programs including the Air Force $35 billion KC-46 Tanker start-up. Interfaced with DoD and Allied senior military and civilian leadership, CEOs and high-level state and local Government officials.

Combat Zone Commander responsible for providing leadership, training, and morale and welfare of assigned personnel. Developed and led a 100+ person multifunctional team of DoD acquisition professionals that provided contract administration, quality assurance oversight and government property administration for 6 billion dollars of base life support contracts at 50 forward operating bases located throughout approximately 90,000 square miles of Southern Afghanistan, and for the theater transportation, theater maintenance and Security service contracts at bases throughout the South, South West and West regions of Afghanistan.

International Affairs Officer in the Joint and Combined Exercises Branch, Joint Force Development and Readiness Directorate, Headquarters US Africa Command. Responsible for conducting Chairman of the Joint Chiefs of Staff directed exercises in AFRICOM's East, West, South and Central regions. Controlled a $17M budget and managed the program's 15-month multinational and joint exercise life cycle. Coordinated actions with military component, African host nation military and civilian leadership, interagency and US Embassy planners to align exercise objectives with US foreign policy, AFRICOM theater strategic objectives and African partner nation goals.

Commander for the 17th Contracting Squadron, Goodfellow Air Force Base, Texas. Led a 35-person squadron in support of the 17th Training Wing and 14 tenant organizations. Manages $83 million annual program for acquisition planning, centralized purchasing, contract administration, contract surveillance, and all required negotiations.

Responsible for developing and teaching curriculum and lessons as well as a week long scenario based evaluation exercise for European Theater level world wide deployable contingency contracting officer (CCO) training. Interfaced with a combined training program to integrate contracting into more than 20 functional areas with over 200 students. Interacted with senior officers, Major Command and Air Staff Pentagon counterparts to develop and implement an Air Force wide coordinated training program. Deployed to Baghdad in support of OPERATION IRAQI FREEDOM and managed the International Zone Regional Office responsible for supporting over 40,000 ground troops with over $120M awarded in contracts.

Managed all funds entering construction contracting flight and developed accountability for $38M End of Year spending. Manager for Civil Engineering Services contracts for the entire Kaiserslautern Military Community and Delivery Orders.

Developed and executed all aspects of wing level wartime planning, contingency planning as Battle Staff exec for base level and Higher HQ level Commanders. Wing Manager for Theater Battle Management Core Systems (TBMCS), Global C2 Systems (GCCS). Wing Operations Security Manger responsible for base wide program and Non-Rated Tactical Deception Officer. Additional duties included Wing Security Manager, Information Warfare and Special Projects. Interacted with senior Pacific Command personnel to execute theater wide policies and wartime preparation.

Performed all phases of contract activities for Secretary of Defense mandated special technology programs in support of Air Force Space missions. Responsible for implementing new streamlined procedures and leading several high visibility classified acquisitions from cradle to grave using innovative techniques and streamlined processes. Advised all program personnel in streamlined procurement processes and trained technical representatives on proper contractor interactions. Ensured best value and used innovative methods to analyze impact of contractor overbilling. Also responsible for leading teams to study industry commercial practices and implementing commercial practices. Interacted with Defense Contract Audit Agency to perform cost analysis of proposals and streamlined procedures. Introduced new processes to organization to increase productivity and team efficiency to include time management, schedule management and internet based paperless practices.
