The guiding question was should we, and could we ever, adequately compensate local communities for carrying the burden of infrastructure that benefits the whole of society? When I originally carried out this research, I thought the problem was citizen protest activities that were holding up the realisation of critical infrastructure for sound waste and chemicals management. More than 15 years later, I think the problem lies more with missing mechanisms for addressing questions of environmental cost and benefit distribution, equity and injustice over scales of geography and time.
