Data Services Project Manager:Providing Project Management over a legacy system migration from a PeopleSoft based Pension and Benefits Administration system to a cloud-based solution. In this role I am responsible for ensuring that the data cleansing, data conversion and data reconciliation projects are on-time, on budget and within scope. I was also responsible for a complex project to integrate the LexisNexis AmplifyID product with PeopleSoft which aided in the cleansing of data in preparation for the conversion. Senior Business Analyst:I provided subject matter expertise and consulting services as a sub-contractor to a vendor implementing a Pension Administration System to a state’s Teachers’ Retirement System. In this role I provided guidance on project planning, database architecture, data usage and business process design efforts.

Manager of Business Intelligence and Analytics team.In my short tenure I brought the team up to a fully staffed team of seven. I interviewed and hired four new, talented analysts.

Established and operationalized a data governance program across the enterprise; development of our data and analytic strategies. Heavily collaborated with all the business stakeholders along with our CIO. My data governance organization consisted of 35 people across the enterprise. Chair of the Data Governance Council.Responsible for implementation and management of our Enterprise Data Governance, Data Quality Management, and Metadata Management programs. Promoted data literacy and ethics while educating the enterprise on the purpose, value, and use of the data outside of its usual operational use.From the ground up I built and oversaw the Data Quality team. The team has five full-time people and two consultants. Built our team of data stewards who heavily collaborates with our Data Quality team. I lead the data stewards in the identification of terms used for reporting and analytics. The terms and their definitions make up our Common Business Language. Lead a team to automate consolidation of data dictionaries and Common Business Language; automation of our Data Quality Program metrics; integration of data quality metrics with Metadata, Data Dictionary and Common Business Language all loosely based on a Subject Area Model which were used in a new version of our Enterprise Data Warehouse. I guided the Data Management Services team to modernize and expand our Enterprise Data Warehouse leveraging our Common Business Language. Deployed Tableau Desktop and Alteryx Designer along with its ML and Predictive Tools Suite including R/Python to our data scientists, data analysts, and data stewards. The preceding is supported by Alteryx Server and Tableau Server providing foundational pieces for our data and analytic strategies.At the state level, I represent the agency on the Texas Data Management Council where I also serve as the Co-Chair.

Decision-maker; in high collaboration with our CIO I was given great latitude to be responsible for writing Statements of Work and follow-up vendor selection; tool proofs of concept and follow-up selection. I built a team from the ground up having the following capabilities:Data Governance & Data Quality - Procured a vendor to implement an enterprise wide data governance/data quality framework. We utilized Alteryx/Tableau for the initial project to create and monitor data quality metrics and targets. Data Warehouse - Procured and implemented WhereScape 3D and RED to build the next generation of our data warehouses, enterprise data marketplace and reporting capabilities. Business Intelligence - Procured Alteryx Designer/Scheduler to assist with blending and enhancing data being consumed by Tableau along with future enterprise reporting. Built Tableau dashboards.

Lead Business Intelligence Analyst and  Project Manager of a Business Intelligence solution comprised of data from a PeopleSoft HRMS package and another solution joining the PeopleSoft data to detailed HIPAA data.Given a wide degree of creativity and latitude by our CIO I was heavily involved in the strategic direction, design and maintenance of the BI environment. Developed a five year data strategy for the agency. I determined the business information needs and identified system requirements. Ensured that the data warehouse was accurate and enhanced business decision making capabilities. Acted as liaison between all levels of every business unit and the IT Division. Assessed data extraction, report generation, and defects appearing in operations involving the data warehouse.Built prototype Tableau dashboards. Facilitated build out of standard, processes, and security structure around deployment and promotion of data sources, server site, and templates for Tableau. I was a key contributor and co-lead in the design and development of an award winning state pension project integrating a business rules engine (Oracle Policy Automation) with an existing PeopleSoft Pension Administration System. The scope of this project was to deprecate the rules from a proprietary rules engine in PeopleSoft known as Pension Engine. I designed the Release Process for OPA Rules. This project received a Best of Texas Award for 2012 as the Best Application Serving an Agency's Business Needs from The Center for Digital Government's (CDG).Developed a data archival strategy to archive data from the PeopleSoft ERP application.

I joined ERS during system testing of the  PeopleSoft Pension Administration System implementation. My team consisted of five state staff and six consultants. I developed the implementation plan and oversaw its execution.I developed and executed an aggressive transition plan so all of the consultants could be rolled-off. My staff was very inexperienced with PeopleSoft. I managed major changes to the pension plan that were mandated during the 81st Texas Legislative Session.
